Senate transportation bill includes landmark provision for safer streets

Senators Schatz, Heller, Franken, and Udall champion provision to address national epidemic of pedestrian fatalities

The Senate voted on its final six-year transportation reauthorization bill today, and included in the bill was a landmark provision to make streets across the country safer for everyone who uses them. The Safe Streets amendment would require states and metropolitan planning organizations to plan and design for the safety needs of all users—regardless of age, ability, or mode of transportation—in all federally-funded projects.

“America is facing an epidemic of pedestrian deaths,” said Stefanie Seskin, Deputy Director of the National Complete Streets Coalition. “This bill will make a Complete Streets approach routine in federal projects. That means streets will be safer for Americans of all ages and abilities, no matter how they travel.”

Show your support for Safe Streets — Representatives Doris Matsui (D-CA-5) and David Joyce (R-OH-14) introduced the Safe Streets Act of 2015 (HR 2071) on April 28. AARP launches Livability Index — The AARP Public Policy Institute introduced its interactive, easy-to-navigate tool to measure quality of life in communities. The Livability Index pulls together data on 40 metrics and 20 policies in categories such as housing affordability, transportation access, air and water quality, and health statistics to create a composite quality of life score for users to compare communities and identify areas of improvement. Bipartisan coalition introduces the Safe Streets Act of 2015

A new bill in the House of Representatives would help communities across the country make streets safer and more convenient for everyone who uses them.

Late yesterday, Representatives Doris Matsui (D-CA) and David Joyce (R-OH) introduced the Safe Streets Act of 2015 (HR 2071), a bill which would require all new federally-funded transportation projects to use a Complete Streets approach to planning, designing, and building roads.

Smart Growth America's coalition members gather for annual meeting

Last week, members of Smart Growth America’s non-profit coalition gathered in Washington, DC for the coalition’s annual meeting and advocacy day on Capitol Hill.

On Wednesday, coalition members and Smart Growth America staff discussed the new issues and progress made in each member’s region. Staff from Smart Growth America and Transportation for America briefed the members about progress on projects including the National Complete Streets Coalition, innovative transportation policies in Michigan and projects to improve community health in the transportation planning process.

Then member organizations presented about their achievements in the last year and discussed the challenges within each region. The Alliance to Re-Industrialize for a Sustainable Economy (ARISE) Minnesota’s Zachary Zweifler gave an insightful presentation on how they are designing projects to transform former industrial sites into mixed-use developments using non-traditional approaches. And Kaid Benfield, co-founder of Smart Growth America and the author of People Habitat: 25 Ways to Think About Greener, Healthier Cities, shared a few of the major points from his book, which discusses topics as wide-ranging as “green” housing developments that are no such thing, the tricky matter of gentrifying inner cities, why people don’t walk much anymore, and the relationship between cities and religion.

The last frontier: Complete Streets in Alaska

Last month, Senator Mark Begich of Alaska introduced the Safe Streets Act of 2014 (S. 2004), which requires states and regions to adopt Complete Streets policies for federally funded transportation projects.

Why would a Senator from the nation’s coldest state introduce legislation that supports walking, biking and transit? Complete Streets strategies aren’t just for big cities or warm climates. Smaller cities and towns across the country are embracing Complete Streets, with policies now in place in 48 states, Puerto Rico, and the District of Columbia.

In Alaska, communities as far north as Fairbanks and North Pole are putting Complete Streets principles to work as more and more residents get around without getting in the car. And these efforts are paying off. The state ranks highest in the U.S. in the percentage of walking and biking commutes and in per capita funding for non-motorized transportation, and third-lowest in fatality rate among walkers and bicyclists.

Complete Streets leaders celebrate 500 policies and look forward to the movement's future

On August 14, 2013, Smart Growth America and the National Complete Streets Coalition celebrated the 500 communities across the United States that have made their streets safer and more accessible for everyone who uses them with Complete Streets policies, and looked ahead to the future of the Complete Streets movement.

The 500th Complete Streets Policy celebration honored Memphis, TN for passing the milestone policy, and featured a panel of experts including Rich Weaver of the American Public Transportation Association (APTA); Kyle Wagenschutz, Bicycle and Pedestrian Coordinator for the City of Memphis,TN; Art Guzzetti, Vice President of Policy at APTA; Colleen Hawkinson, AICP, Manager, Strategic Planning Branch, DDOT; Darren Smith, Policy Representative, National Association of Realtors and Jeff Miller, President & CEO, Alliance for Biking and Walking. The panel discussion was moderated by Roger Millar, PE AICP, Director of the National Complete Streets Coalition.

Congressional hearing on Safe Streets Act highlights policy flexibility and safety

“My home district of Sacramento continues to bear witness to too many pedestrian accidents,” said Congresswoman Doris Matsui (D-CA) last week. “The needless and avoidable accidents are vivid reminders of why we need Complete Streets policies.”

Congresswoman Matsui made these comments at a briefing on Capitol Hill on Thursday hosted by the National Complete Streets Coalition. Matsui was there to introduce the Safe Streets Act of 2013, co-sponsored by Congressman David Joyce (R-OH). As Congresswoman Matsui explained to the crowd, “It is far past time for the federal government to step and show it too is committed to improving the safety of our communities.”
