Massachusetts Opportunity Zones Academy Application

The purpose of the 2019 Massachusetts Opportunity Zones Academy is to equip communities with tools, skills, and knowledge to develop sustainable strategies for meeting Massachusetts communities’ need for jobs, housing, open space, diverse business opportunities, and transportation in their newly designated Opportunity Zones.

During this technical assistance program, LOCUS will work with 3-5 Massachusetts communities to develop individualized approaches for Opportunity Zone programming and funding mechanisms that ensure equitable development outcomes in Opportunity Zones across the commonwealth.

Applications open on April 1, 2019 and close on May 3, 2019. Incomplete applications will not be considered.

  • Statement of need (20%)

    This section allows applicants to describe their Opportunity Zone challenges that require technical assistance and to demonstrate the municipality's willingness and ability to implement local changes.


  • Commitment to equity (25%)

    This section allows applicants to describe their community's commitment to equitable development and plans to minimize displacement, improve housing and transportation affordability, and/or expand access to services and job opportunities for all income levels.


  • Strong leadership (20%)

    Applicants should use this section to provide evidence of the dedicated senior leadership available and willing to engage in TA activities, as well as strong organizational partnerships between senior staff and community stakeholders. Upload supporting plans, reports, or other materials that demonstrate municipal leadership around community and economic development. Please be sure to provide the names and titles of participating senior staff, and upload a brief statement signed by each staff member acknowledging their participation in the Massachusetts Opportunity Zones Academy.
