To give people the kind of in-demand housing they want near jobs, shops and schools, America needs to invest in a diversity of transportation options and make it easier to build transit-oriented development, says Michael Lander of the Lander Group, an urban development firm based in Minneapolis, MN.

Helping meet that pent up demand won’t just be good for Lander’s bottom line, but will also enhance the quality of life for prospective residents in these new transportation-rich neighborhoods.

“High-density development really doesn’t work relying totally on single occupancy vehicles, so creating new transportation options and other ways to move around is critical to creating good urban places,” Lander says, adding that, “Our urban residents are looking for green spaces, certainly, open space, transportation connections, [and] ways to move around in their life to work and to services without using their car.”

With the successful opening of the Hiawatha light rail line last year, which connected downtown Minneapolis with the airport, as well as the nearly completed Central Corridor line between Minneapolis and St. Paul, Lander says there is a real opportunity in Minnesota to reap the benefits of transit-oriented development. And when that development takes root, many more local businesses and property owners will benefit from added sales and a greater “sense of place.”

Smart Growth Stories: Point C’s David Grannis on creating vibrant neighborhoods in downtown Los Angeles

The right development can strengthen the economy of a neighborhood, a city or even an entire region. Places with housing and transportation choices are increasingly popular, and can benefit municipal budgets as well. Too often, however, this type of development is blocked by restrictive zoning guidelines or other regulatory policies, which stand in the way of fiscally responsible development – and market demand.

This is why real estate developers have joined together with Smart Growth America to create LOCUS: Responsible Real Estate Developers and Investors. LOCUS advocates for state and federal policies that help cities and communities get what they want from their spaces, while also investing ways that will remain viable for the future.

It is this shared vision for future development that drives people like David Grannis. Grannis is a managing partner of Point C, a strategic consulting group that focuses on land use and transportation and LOCUS member.

Smart Growth Stories: A Tale of Three Cities

What kinds of investments allow cities to rebound and jumpstart local economic growth?

If you were feeling cynical, that’s how you might describe the current state of downtown Reno, Nevada. Take a walk down Virginia Avenue and see what I mean. Go past the forlorn casinos, the shuttered liquor store, and the homeless loitering near the 4th Street bus station. Search in vain for a downtown restaurant or bar that is not attached to a gambling institution. And then, when it is dark, walk in the shadow of the National Bowling Stadium, a building designed for a sport whose own history unfortunately mirrors that of the town in which it stands.

A few years ago, that’s how you might have described Woodward Avenue in Detroit. People were fleeing the city then, a trend that had continued since the Motor City’s initial decline in the ‘70s and ‘80s. Great old buildings, monuments to a forgotten past, may well have outnumbered the residents and businesses for which they were fashioned. It was the scariest of places – the loneliest of places.

Almost two decades ago, that’s how you could have literally described part of Oklahoma City. Or as current Mayor Mick Cornett told it at a conference earlier this year, “That’s all people knew about us.”

Each of these places has struggled with decline. But where there is barrenness, there is always a chance at renewal. All across the country, towns are looking to make a comeback. In my role at Smart Growth America, I talk with community leaders and representatives almost every day who ask the same questions. How do we create jobs? How do we attract new residents and new businesses? How do we change our reputation for the better? And then how do we avoid falling down after we’ve gotten back on our feet?

Don’t call it a comeback: the rebirth of downtown Roanoke, VA

Located along the Roanoke River in a valley between the Blue Ridge and Allegheny mountains, Roanoke, VA in many ways embodies the idyllic beauty of southern Virginia.

Now, new investments and redevelopment of former brownfields are part of a robust revitalization effort in downtown Roanoke. Roanoke is changing and people are noticing.

“Ten years ago, 11 people lived in downtown Roanoke,” says City Manager Chris Morrill. “Now 1,200 do. Even two and a half years ago, people were talking about what Roanoke wasn’t, what it could have been if it had something else. Now people are taking pride in their communities, getting out more, making connections to downtown, going out to the farmer’s markets, and they love the greenways. There’s a definite sense of optimism, that we’re going in the right direction and creating the type of place where people want to live.”

Smart Growth Stories: Susie Byrd on planning and growth in El Paso, Texas

El Paso, Texas, is split by a mountain and bordered by Mexico, and Susie Byrd is helping the city build great neighborhoods around these unique features.

Byrd is a City Council Representative in El Paso, and has represented District 2 since 2005. During her time as a Representative, Byrd has led numerous efforts to preserve the best parts of El Paso’s historic corridors while also transforming the city into a model of 21st-century success. Her leadership has helped lead to the adoption of a city-wide Smart Code (PDF), a new Rapid Transit System, and an innovative comprehensive plan for El Paso’s growth in coming decades. Plan El Paso has already been called the best smart growth plan in America, and it’s hardly a coincidence that an experienced, knowledgeable supporter like Byrd is behind it.

Using complete streets to fight obesity in Jefferson County, AL

In 2007, over 100 organizations in Jefferson County, Alabama formed the Health Action Partnership, a collective effort aimed at making local neighborhoods healthier places to live, work, learn and play.

Reducing obesity was the Partnership’s main objectives from the outset, as Alabama’s obesity rate is the second highest in the nation. Recognizing that lifestyle change is critical in achieving this goal, the Partnership wanted to increase activity levels in the everyday lives of Jefferson County residents.

The organizations soon realized one answer to reducing obesity had been right beneath their feet all along: Complete Streets.

Making improvements to streets, sidewalks and paths would promote physical activity by making it safe and convenient for residents to walk outside for recreation, and would also makes it easier for them to incorporate functional walking and biking into their day-to-day lives.

Jefferson County’s streets are not currently friendly to pedestrians: most of the county’s sidewalks haven’t been updated in the past 50 years, and many are torn up or unsafe. Birmingham, the state’s largest city, also is just beginning to get back on its feet after a series of destructive tornadoes in 2011, which caused more than a billion dollars of property damage. Street safety is no minor problem, either: Alabama ranks fifth in the country for pedestrian deaths.

Since the Partnership came together, it has sought to leverage funding from a variety of sources to address local issues of public health and safety. One of the largest funding sources thus far has been a $13 million Communities Putting Prevention to Work (CPPW) grant from the U.S. Department of Health and Human Services awarded in 2010. A portion of this grant is dedicated to fighting obesity in Jefferson County’s 35 municipalities.

Kim Billimoria on preserving business and beauty in Yellowstone

The greater Yellowstone region stretches across Idaho, Montana and Wyoming, encompassing dozens of counties and mile after mile of unparalleled natural resources. Its stunning beauty attracts thousands of visitors every year and is the primary basis for economic development in the area. As a result, residents and tourists alike see significant value in preserving the environment and ensuring its existence for future generations.

That concern for the Yellowstone ecosystem as a vital community asset is the underlying principle of the Yellowstone Business Partnership.

“The Yellowstone business partnership is a non-profit organization that works at an eco-system level,” says the organization’s communications specialist Kim Billimoria. “It was founded by a group of business people that recognized that if we’re going to preserve the greater Yellowstone ecosystem – which is one of the largest last intact ecosystems in the entire world – we have to harness the power of business.”

A collaborative blueprint for smart growth in Concord, CA

Thanks to feedback from community residents, business owners and environmental organizations, eight square miles of land in Concord, CA, which was slated for sprawling development will instead become home to a vibrant, transit-oriented and walkable neighborhood and protected open space.

The land in question was formerly the site of the Concord Naval Weapons Station, which closed in 2005. When the base was shuttered, Concord officials made plans to repurpose the site, which is adjacent to an underused transit station. The area includes several brownfield sites as well as stunning tracts of open space.

The City’s original plan was to develop homes in a manner consistent with the past five decades of exurban sprawl. But when word of the plan began to spread to local newspapers, residents North Contra Costa County spoke up.

“We raised our hands and said ‘We don’t want you to do that,’” says Rosanne Nieto, who lives near the former weapons station.

In turn, these neighborhood activists caught the attention of local groups, including Greenbelt Alliance, a nonprofit organization that brings stakeholders together to find innovative solutions to the Bay Area’s growth challenges.
