Mayor Ralph Becker, a charter member of Smart Growth America’s Local Leaders Council, is turning Salt Lake City, UT into one of this nation’s most prosperous urban centers. And he’s doing it by building accessibility, sustainability and livability into many city policies.

Becker’s efforts are evident across Salt Lake City. He has spearheaded one of the most ambitious rail systems in the country, building new light rail, bus rapid transit, streetcar AND commuter rail systems. He’s also made the city accessible for all users by more than doubling the number of bike lanes, launching a bike share program and focusing on walkability and pedestrian safety.

Mayor Nancy Chaney on building a healthier, better connected community in Moscow, ID

Mayor Nancy Chaney of Moscow, ID, is working to help residents be healthier AND better connected to the broader region, and she sees smart growth strategies as a way to achieve both those goals at the same time.

“We pride ourselves on being a walkable, bikable community in the midst of rolling wheat fields, dried peas, and lentils,” Chaney says. “Smart growth means connecting people in the physical and social sense. It includes gathering places and public centers like Friendship Square in the heart of our downtown. And smart growth means providing for all residents regardless of their preferred mode of transportation—bicycles, strollers, wheelchairs. Smart growth gives Moscow’s residents this flexibility to choose whether to be in a motorized vehicle or to walk to a doctor’s appointment. Smart growth is about how people and place are interrelated.”

Building region-wide support for new development along Arizona's Valley Metro light rail line

The City of Phoenix, AZ, is working to encourage development along the Valley Metro light rail line, and it’s getting some help from a region-wide effort that’s working to link Phoenix’s investments to others throughout the region.

The Sustainable Communities Collaborative (SCC) is a unique non-profit partnership working to catalyze development along the Valley Metro light rail in Phoenix, Tempe and Mesa. Started in 2011 with a $20 million private investment from Local Initiatives Support Corporation and Raza Development Fund, SCC aims to create “vibrant urban environments and transit-oriented communities that have it all”: a mix of housing starts, new community health care centers, entrepreneurial start-ups, pedestrian and bicycle friendly neighborhoods, eclectic retail and restaurants, and artistic centered community development connected to the 20-mile light rail line.

Smart Growth Stories: Teton County Commissioner Kathy Rinaldi on development strategies for long term prosperity

In the 1990s and 2000s, Teton County, ID was exploding. Its population growth was the 12th fastest in the entire country, and new home growth was the 6th fastest.

“We saw a palatable change in 10 years,” said Teton County Commissioner Kathy Rinaldi, a member of Smart Growth America’s Local Leaders Council. “At one point we had 89 subdivisions in the approval process. It was complete insanity. And it was very quick, it was very slipshod. [Only] half the subdivisions were built out, some were never even started.”

Then, in the late 2000s, the national real estate bust brought development in Teton County to a grinding halt. Almost 7,000 subdivision lots were left vacant, and the construction industry – once the leading job sector in the county – was crippled. Runaway real estate speculation and a lack of development strategy both contributed to the bust.

Smart Growth Stories: Mayor Marilyn Strickland on development in Tacoma, WA

Tacoma, WA Mayor Marilyn Strickland considers her city “the best kept secret in Washington State,” and smart growth strategies are helping make the city an even better place to live and work.

“Tacoma kind of got bypassed during the whole urban renewal phase of the late 60s and 70s, so as a result a lot of historic property did not get razed,” Strickland says. “So we have this beautiful stock of old warehouses and historic property.”

Smart Growth Stories: Taking transit-oriented development to a new level in Portland, OR

For developers selecting a site for new development, transit accessibility is a major selling point. A good transit connection can increase property values while making a site more attractive to potential investors and residents. But because transit stations are limited resources, only a handful of sites can boast direct transit access. What if a site were to have access to not only one transit line, but three?

That is the situation for LOCUS member ZRZ Realty and its property Zidell Yards. With three types of transit, the Yards might be the most transit-oriented development site in the country.

“There are very few sites that have streetcar and light rail,” says Dennis Allen, Director of Planning and Development for ZRZ Realty and LOCUS Steering Committee member. “I guarantee you that we’re probably the only one that also has an aerial tram that goes next to it. If you throw that in, it’s probably the most pre-eminent transit-oriented development site.”

Zidell Yards is a 33-acre former shipbuilding yard along the Willamette River in Portland, which ZRZ is now working to develop into a mixed-use district. Located directly adjacent to downtown and close to Oregon Health & Science University, a major employer in the area, it is the largest undeveloped site in the city. With such immediate transportation access, the property has created high hopes for economic development and investment in the area and Allen is confident his company can capitalize on the demand for TOD in Portland right now. More amenities, retail stores and restaurants are expected soon, following the development-friendly path of the city’s expanding light-rail line.

Smart Growth Stories: More choice for less cost in Washington state

“We cannot continue as we did in the 50s and 60s and 70s to sprawl out,” says John Hempelmann, one of the founding partners of Seattle-based law firm Cairncross & Hempelmann. “We need real economic opportunity for the development community building in the cities and building close to the transit hubs.”

Founded in 1987, Cairncross & Hempelmann is located in Seattle’s historic Pioneer Square District, highlighting its investment in maintaining the city’s distinct character. John Hempelmann is also a member of LOCUS, Smart Growth America’s coalition of real estate developers and investors committed to creating livable, economically vibrant places.

As a lawyer who represents real estate developers, Hempelmann keenly follows market trends in his hometown of Seattle. By helping developers build walkable neighborhoods, Hempelmann is giving consumers more options, allowing them to choose for themselves what kind of development they’d prefer.

“We are now providing an urban walkable option and we’re finding that a lot of people are opting for that choice,” he says. “It allows you to reduce transportation costs and allows you to spend more on housing so there’s an economic value to both the buyer and the seller.”
