Rayla Bellis is a Program Manager with Smart Growth America. She joined the organization in 2009 and has since provided technical assistance workshops and policy recommendations to state departments of transportation, metropolitan planning organizations, and other transportation agencies and stakeholders. Rayla also conducts research and coordinates and co-authors reports and resources, including Repair Priorities and The Innovative DOT: A handbook of policy and practice.

Rayla graduated from Knox College with a degree in Anthropology/Sociology and Economics.
