Announcing five new member of the LOCUS Steering Committee

We are excited to announce the addition of five esteemed members to the LOCUS Steering Committee. LOCUS, a program of Smart Growth America, is dedicated to promoting equitable and sustainable development practices across the United States through federal advocacy. With the inclusion of these accomplished professionals—who bring invaluable expertise and passion—we can continue our efforts in advancing legislation and federal-level programs that foster vibrant, inclusive, and economically resilient communities nationwide. Welcome Brian, Nadine, Debbie, Natalie, and Lance!

Meet our new LOCUS Steering Committee Members:


Brian Falls is the Founder and Owner of The Urban House in Los Angeles, CA. Brian brings expertise in placemaking and urban infill as a start-up small-scale developer, as well as past experience with mixed-use development with Palisades, Ratkovich and NBC Universal.

Nadine Fogarty serves as the Director of Real Estate and Transit-Oriented Development at Caltrain in San Carlos, CA. She leads planning and implementation efforts for TOD along the Caltrain corridor between San Jose and San Francisco. Prior to Caltrain, she was vice president at Strategic Economics, an urban economics and real estate consulting firm.

Debbie Frank is the Director of Transit Oriented Development at MARTA in Atlanta, GA. Debbie leads TOD and real estate activities for MARTA and its 35+ station network. Her previous experiences include being managing partner for Urban Blueprint, a real estate consulting firm in Nashville and executive director of the North Nashville Community Development Corporation.

Natalie Mason is the Executive Vice President of Development at Capital Square in Richmond, VA. She oversees development projects across multiple markets in the southeast and brings expertise in mixed-income housing and TOD. In her prior role with Tishman Speyer, she oversaw the delivery of more than 1,200 units including a downtown San Francisco project including 40% deeply affordable units.

Lance Gilliam is both the Founder of and Managing Partner at Concentric Community Partners, which supports socially equitable investments in real estate. He is also a former Chair of the Board of Commissioners of the Houston Housing Authority.
