Ohio selects six communities to participate in the new Brownfields Action Plan Pilot Program

The Ohio Department of Development (ODOD) announced last week six communities that will participate in the state’s innovative Brownfields Action Plan Pilot Program, a new initiative designed to help communities with multiple brownfield sites create area-wide plans to address them.

ODOD launched the program in August of this year and selected the pilot communities after a four-month application and review process. The chosen communities will each receive technical assistance and a $50,000 grant to develop and implement their area-wide plans. The six communities selected include the cities of Fairborn, Newark, Piqua, Ravenna and Xenia, as well as the Seneca Industrial and Economic Development Corporation.

ODOD’s initiative is an exciting milestone for brownfields redevelopment and will provide major benefits to Ohio communities. Area-wide planning is a smart growth strategy that looks at vacant and contaminated sites within a region comprehensively – rather than individually – and allows communities to address each site within the context of broader revitalization and economic development goals. This strategy is particularly helpful for communities plagued by sites that are too small or distressed to be viable for redevelopment individually. Addressed collectively, these sites can all become more attractive to potential developers and can ultimately catalyze community-wide revitalization.

Cleveland area land bank continues to innovate

Last year, we wrote about a first-of-its-kind agreement forged by the Cuyahoga County (Ohio) Land Bank and Fannie Mae, the national mortgage lender that owns dozens of foreclosed properties in Ohio. The Cuyahoga County Land Bank, like other land banks across the country, is a quasi-governmental entity with the capacity to attain and manage vacant properties in the greater Cleveland area.

Through that partnership, Fannie Mae agreed to sell its most troubled foreclosed homes to the Land Bank for a nominal fee, and to help cover the costs of demolition for properties that were too far gone for the land bank to salvage.

Since that time, the Cuyahoga County Land Bank has formalized relationships with a handful of additional lenders. Bank of America and Wells Fargo both joined the group this summer, pledging to donate vacant and foreclosed homes to the Land Bank and to help pay demolition costs ranging from $3,500 to $7,500.

Area-wide planning is a smart growth strategy that looks at vacant and contaminated sites as a connected whole, rather than in isolation. The strategy links brownfields redevelopment goals to housing, transportation, and infrastructure goals to support comprehensive revitalization, and it can be particularly helpful for sites like abandoned gas stations that tend to be clustered in neighborhoods or along corridors. Many of these sites are too small or too distressed to be redeveloped individually, but by addressing several brownfields at once area-wide planning can make such properties more attractive to developers.

Pending legislation in New York could help reclaim vacant properties and revitalize neighborhoods

Across the country, communities fighting to stay one step ahead of the foreclosure crisis are struggling with abandoned and vacant properties that lower surrounding property values, cut into local tax revenues, attract crime, and perpetuate a cycle of disinvestment. New York State is one of the places this battle is being waged, and Smart Growth America along with our coalition partner Empire State Future have been working to support a bill that could help.

New Yorkers! Tell the New York State Legislature to support the Land Bank Act: speak out today.

New York’s Land Bank Act (A00373, S663) would give New York jurisdictions the option to create a local entity to hold and manage problem properties and return them to productive use. In doing so the Act would bolster local economies and increase the safety, health, and vitality of struggling neighborhoods. In addition to these benefits, the bill is also revenue neutral and would achieve its aims without any added burden on New York taxpayers.

A recent op-ed in the Times Union by Empire State Future explains the benefits of creating land banks:

Land banks are able to acquire property, clear titles and dispose of land so the parcels again generate tax revenue. The best national example is the Genesee County Land Bank in Flint, Mich., a city of 102,000 people, down from 190,000 in 1960. This organization, formed in 2002, has developed innovative programs to facilitate the reuse of more than 4,000 formerly vacant and abandoned properties including side-lot transfer (more than 200 parcels), community gardens, housing rehabilitation and foreclosure avoidance (serving more than 1,300 families). Since its inception, this land bank has helped real property values in Flint to increase by more than $100 million.

The Land Bank Act could help make New York’s cities and towns more attractive for workers and businesses, and provide them with walkable communities close to shops, services and low-cost transportation choices. Land banks have been proven effective in other states and cities and have helped to revitalize many communities. New York today has towns, cities and counties that could turn their distressed spaces into valuable assets, but they need the power to do so.

Ohio Looks to Pilot Area-Wide Brownfield Program

Last month, the State of Ohio took some important steps to support localities looking for better ways to redevelop abandoned gas stations and other contaminated land in their communities. Ohio officials met with community-based organizations from across the state to discuss starting a pilot state area-wide planning program that could kickoff as early as this summer.

Area-wide planning is a smart growth strategy that helps communities understand the combined impact of multiple brownfield sites. By looking at vacant and contaminates sites as a connected whole, rather than in isolation, communities can better plan for housing, transportation and infrastructure projects that support the entire community. An area-wide approach can help foster a new vision for communities impacted by brownfields and support the revitalization of all of the properties there. This is particularly useful for some sites, like abandoned gas stations, which may be more difficult to redevelop individually because of their smaller size.

Recognizing the benefits of this process, the U.S. Environmental Protection Agency (EPA) launched an Area-Wide Planning Pilot Program last year, which will provide the 23 communities selected for assistance with financial and technical support to implement area-wide planning strategies to revitalize the empty gas stations, closed landfills and abandoned factories inhibiting investment in their neighborhoods.

Triggering Economic Growth in Denver, CO

The South Platte River has been an integral part of Denver, Colorado’s history, spanning 14 neighborhoods across the city and bordered by a railroad track dating back to the mid-1800s. Unfortunately, the river has also endured pollution from a variety of sources over the life of the city: early railroad cars dumped their waste directly into the river, gravel quarries along its banks were later converted to landfills that leached pollution into the water, and a number of abandoned gas stations, smelters, and coal burning plants line the river as well.

In October, the U.S. Environmental Protection Agency (EPA) awarded the City and County of Denver an Area-Wide Planning Pilot Grant to clean up the South Platte River and the properties along its banks. The area also received a Community Challenge/TIGER II Grant from HUD and DOT to create a new transit station nearby.

Ohio Advances Sustainable Brownfields Renewal

Cleaning up and redeveloping abandoned, contaminated brownfield sites can create jobs, increase tax revenue, renew neighborhoods and is a great investment of public funds. But local officials make those investments go even farther by supporting projects that not only improve an area and attract private investment but catalyze redevelopment of surrounding properties, too.

That’s the concept behind area-wide planning, the idea that brownfields redevelopment works best when it connects individual site redevelopment with a larger vision for community revitalization. By redeveloping multiple sites in the same area through a single plan, the reinvestment in the neighborhood can be leveraged by a number of projects, not just one,and make public dollars go even further.

This strategy has helped a handful of areas across the country achieve notable successes, but federal and state funding restrictions have made addressing multiple sites at the same time notoriously difficult. In the past, the U.S. Environmental Protection Agency (EPA) restricted its brownfields cleanup grants to work on individual sites, requiring separate applications for multiple sites. Projects that included “petroleum brownfields” like gas stations required application to a separate pool of funding with a separate set of rules. All of these stood in the way of coordinated area planning, and efficient redevelopment of the properties.

Lowell’s Area-Wide Plan Targets Historic Tanner Street Corridor

Lowell, Massachusetts has an important national legacy: the city was the United States’ largest textile producer in the 1800s, the birthplace of Jack Kerouac, and home to the invention of Moxie, one of the earliest (and most delicious) soft drinks mass produced in the country.

Lowell’s Tanner Street Corridor, the focus of the Area-Wide Planning Pilot Grant the city received from the US Environmental Protection Agency (EPA) last month, still reflects that legacy. The corridor is one of the few remaining active industrial areas in the city, with an emphasis on automobile and metal recycling.

Unfortunately, with the decline of manufacturing nationally, Tanner Street Corridor now also faces a number of barriers to economic revitalization. At least six vacant or underutilized brownfields sites are located along the corridor, contaminated by heavy industrial use and in need of remediation. At the same time, many manufacturing companies have been forced to relocate outside of Lowell because a lack of viable available land has prevented expansion within the city.

Ohio land bank strikes pioneering deal with Fannie Mae to stabilize troubled neighborhoods

The Cleveland housing market is experiencing a disaster of nearly biblical proportions. Last year, more than 13,000 foreclosure cases were filed in Cuyahoga County, which includes the greater Cleveland area. In response, the County Commissioners assembled the Cuyahoga County Land Bank, a non-profit organization dedicated to acquiring and restoring vacant properties into productive parts of the community. Last month the land bank took a leap forward by forging a unique agreement with mortgage giant Fannie Mae that could be a game-changer for the distressed Cleveland region — and a model for other communities hit hard by the foreclosure crisis nationwide.
