Using accessory dwelling units to bolster affordable housing

Creating affordable rental housing in a community is often a long and arduous process. One strategy to combat this is for cities to allow the creation of Accessory Dwelling Units (ADUs) through amended zoning codes. ADUs, also known as “granny flats” are small apartments built on a property with a preexisting home as the primary structure. Units typically function as studio apartments and tend to accommodate one or two people. ADUs can allow for seniors to age in place, provide homeowners with extra rental income, and fill a gap in affordable rental units.

Building partnerships to support smart growth in Elizabeth, NJ

Home to more 125,000 residents and the largest industrial seaport in North America—all in the space of just 11 square miles—the city of Elizabeth, NJ presents unique challenges for fostering smart growth. “There’s not a lot of room to enhance our city or grow it by expanding the boundaries or adding residents,” says Mayor J. Christian Bollwage, a member of Smart Growth America’s Local Leaders Council. “So the process of smart growth—and making sure there is open space as well as economic development—is extremely important for the mayor of a community like Elizabeth.”

Through 32 years of service as an elected official—22 of them spent in the Mayor’s office—Bollwage has helped guide the city in striking a balance between environmental and economic responsibilities, supported by funds and expertise from diverse sources. One example currently under construction is the Elizabeth River Trail, connecting downtown Elizabeth with the nearby Arthur Kill waterway. When completed, the trail will be 2.5 miles long and accommodate pedestrians, cyclists, and features like kayak launches and public art.

Local leaders discuss engagement and regionalism at Leadership Academy for Sustainable Communities

Last week in Oakland, CA, Smart Growth America’s Local Leaders Council hosted a special track for local elected and appointed officials during the Leadership Academy for Sustainable Communities. Organized by the Institute for Sustainable Communities and sponsored by the US Department of Housing and Urban Development (HUD), the three-day workshop emphasized implementation strategies for recently completed regional sustainability plans. One dozen communities sent teams to the event, including local leaders seeking to help their communities achieve the visions outlined in their sustainability plans.

The Local Leaders Council–hosted track focused on developing an effective policy agenda that supports regional vision, building coalitions and partnerships to help move that vision forward, and talking publically about sustainability and infrastructure issues in ways that highlight local priorities. One of the primary takeaways was the need for a big-tent approach.

“Establishing a relationship with everybody, no matter what side of the aisle they’re on, is an important step in the process,” said Commissioner Yousef Rabhi of Washtenaw County, MI. Leaders in the room agreed that working toward a joint regional vision requires going beyond partisan thinking and keeping focused on positive, relatable economic and quality-of-life goals.

Ellisville, MO has a chance to turn a busy and dangerous roadway into a community asset for economic investment, and Council Member Cindy Pool, a member of Smart Growth America’s Local Leaders Council, is helping the city do just that.

Located 18 miles directly west of St. Louis, Ellisville is a suburban community of about 9,100 residents. “The people are what makes this town so special,” says Council Member Pool. “Our residents are educated, involved, and have developed a real sense of community because we are so small.”

Council Member Candace Mumm on making Spokane pedestrian-friendly

In Spokane, WA safer streets and neighborhood vibrancy are going hand in hand. City Council Member Candace Mumm has a new crosswalk ordinance aimed at serving the community for both purposes. The ordinance – which passed with a 5 to 1 vote on September 8 – will require marked crosswalks to be installed at intersections adjacent to schools, parks, hospitals, trail crossings, and other high pedestrian traffic-generating locations.

How two major cities are fighting climate change

Climate action plans—sets of strategies designed to reduce greenhouse gas emissions and other negative environmental impacts—play a critical role in realizing a community’s sustainability vision. While dozens of cities have such plans, few have the supplemental programs to set them in motion. However, there are leader communities that are making notable efforts on implementation.  Chicago, IL and Boulder, CO are two of those cities, and they are using benchmarking and pricing to reduce carbon emissions.

Changing development codes to promote smart growth in Memphis

Like many large southern cities, Memphis, TN’s growth over the past few decades has been characterized largely by sprawl and a focus on automobile travel. Josh Whitehead, Planning Director for Memphis and unincorporated Shelby County, is working to promote development downtown through the use of the city’s new Unified Development Code (UDC), which gives more flexibility to developers in order to facilitate infill growth.

Placemaking done right: three successful approaches

It is often hard to quantify what makes a place memorable, successful or special, but to paraphrase an old adage, “You know it when you see it.” Some urban planners have described placemaking as the deliberate re-shaping of the built environment to facilitate social interaction and improve quality of life. While there is no universal blueprint for creating great places, there are successful examples worth noting, especially given the numerous benefits that come with great placemeking.

Placemaking improves the physical, psychological, health and public safety aspects of a community. Creating attractive places where people want to be increases foot traffic and helps support the local economy, which is critically important. Interesting places with more community interaction also reduce crime and instill a sense of identity to a neighborhood. So, how does good placemaking happen? The following examples from Philadelphia (PA), Soldotna (AK) and Orlando (FL) showcase three approaches on different scales, achieved by different means.

Great smart growth developments start with a vision and good planning, but to build the actual project local governments, real estate developers and community members must secure the necessary capital funding. Innovative ways to finance smart growth projects was one of the main topics discussed at the June 2014 LOCUS Leadership Summit in Washington, DC where members of Smart Growth America’s Local Leaders Council and the LOCUS developers’ network met to talk about what it takes to bring a smart growth vision into reality.

Ben Miller, cofounder of Fundrise, believes that the real estate investment system is set up for very large investors and makes it nearly impossible for smaller investors to support local projects. “What if we squared the circle and let the community become both a capital resource and a partner in our real estate projects, so they would have some skin in the game?” posits Miller.
