Washington Update: FY 2012 funding extended into 2013, sequestration looms at the end of the year

In anticipation of the upcoming election season, Congress has passed a continuing resolution (CR) to extend federal spending until March 27, 2013.

Leaders in both chambers have pushed for the passage a CR in order to avoid a government shutdown so close to the November election. Funding for the current federal programs, which was scheduled to expire at the end of September, will remain unchanged until March at which point Congress will revisit budget negotiations. The resolution passed the House with overwhelming support on September 13. The Senate deliberated the measure, and eventually passed the resolution, 62-30. President Obama signed the CR late last week.

Spotlight on Sustainability: A fresh approach to regional planning in southern Texas

After receiving a HUD Regional Planning grant two years ago, the Houston Galveston Area Council (H-GAC) knew it had its work cut out. The grant region comprises 13 counties and 6 million people and a wide variety of city types, from rural to coastal, suburban and urban. Yet, in such a large and diverse region, the grant has done much to coordinate local planning efforts, says Meredith Dang, the Land Use Transportation Coordinator at H-GAC.

“As a region, we’ve done a lot of planning about individual concerns – like housing, transportation and infrastructure – but not on this holistic level, so we’re using our grant to look at how the issues interact and what sort of future the region wants to strive towards.”

The grant consortium is made up of 24 local organizations, with local governments, nonprofits, and university and research organizations involved, all groups that had not previously worked together. “The scale at which H-GAC has been able to cross the lines between government and nonprofit and education through the Consortium has created partnerships that have been really groundbreaking for our region,” Dang says.

Currently, the consortium is working together to come up with development strategies through a series of case studies. Two case studies in particular have emerged as key projects for the grant.

The first involves the city of Houston, where planners are looking to piece together a set of policy tools that encourages and incentivizes walkable, mixed-use development in a dozen business centers throughout the city as well as builds a framework that speaks to the kind of development people really want. The second is being carried out in the city of Galveston, where planners hope to develop a more complete method of cost-benefit analysis for sustainable development.

Partnership in the News: Healthy & strong, Two-county effort takes its first step

A hundred people attended a public meeting held by the Northwest Regional Planning Commission in Vermont. The meeting was an informational session about the Healthy People, Strong Communities initiative, funded by a HUD Regional Planning grant.

The initiative is a regional effort by 20 counties in the region to produce a stronger, more economically viable region. The meeting was the first step towards accomplishing this goal. Planners opened the meeting with questions to the audience intended to get them thinking about what they wanted from the initiative and to form preliminary ideas of future directions for the region.

Partnership in the News: The Partnership celebrates its third anniversary

On August 29, the Partnership for Sustainable Communities celebrated its third anniversary in Atlanta, GA, with officials from the DOT, EPA, and HUD in attendance.

Speaking about the great help that the Partnership has been to the city of Atlanta, Mayor Kasim Reed said,

“This partnership has allowed us to do the kind of essential projects that invest directly in our neighborhoods, reduce transportation costs for our families, [and] improve affordability for housing.”

Smart growth stories: Growth that benefits all residents on Greenville, SC’s West Side

Greenville, South Carolina’s West Side is growing rapidly, and planners in the city are using a comprehensive plan to make sure that growth creates better neighborhoods for all the area’s residents.

Currently, the West Side is a cluster of low- to moderate-income neighborhoods adjacent to Greenville’s downtown. Planners from the City of Greenville are considering a number of different strategies to better link the West Side with the rest of the city, while still ensuring that current residents can reap the benefits of the growth that will ensue.

“The West Side is adjacent to downtown so it has a lot of potential,” says Greenville planner Wayne Leftwich. “Growth is heading this way, with a lot of interest from potential developers in this area, and we want to make sure that when these things happen, they’re not disconnected from current residents.”

City planners are bringing concerted planning to the West Side’s robust growth, and are working to ensure that new development meets the needs of as many residents as possible. To achieve that goal, planners are developing a comprehensive plan for the West Side and its three main commercial corridors.

“We are thinking about the potential for revitalization and economic development, because the West Side neighborhoods are not as viable as they could be,” Leftwich says. “Our hope for the plan is to look at how we can make connections between the neighborhoods in this area, but also with the rest of the city.”

Spotlight on Sustainability: Planning for a self-sufficient Grand Traverse County, Michigan

Located in northwest Michigan and with a population of about 90,000 people, Grand Traverse County boasts a host of natural amenities and idyllic Great Lakes beauty. But like most places across the country, it has faced an economic slowdown in recent years.

Unlike most other places, though, the communities and local governments in the area decided to take advantage of the recession, using it as a chance to pause and assess what residents wanted for the future. That unique, forward-thinking perspective has helped Grand Traverse County create a vision for the region as a whole moving forward.

Coming out of an extended phase in which its local governments and planning commissions simply tried to manage growth, Grand Traverse County sought to create a system that would better account for expected development and direct it toward shared County goals. With the input of tens of thousands of the public gathered through surveys, public meetings, and discussions, the Grand Vision was born. Encompassing six priorities –transportation, growth and investment, housing, food and farming, sustainable energy, and natural resources – the Grand Vision is a commitment from local organizations and people to move towards a shared plan for the region.

Partnership in the News: Las Cruces, NM city and county officials host Regional Sustainability Summit

On Saturday, August 18, city officials from Las Cruces and county officials from Doña Ana County met together to inform the public and gather feedback on the region’s plans for the future. The meeting was meant to give “people in the community a chance to learn what this very big planning effort is all about,” County Commissioner Billy Garrett explained. “It gave people the opportunity to talk to the planners, make suggestions and, overall, to get the public involved. I think the turnout was great.”

Spotlight on Sustainability: Des Moines, IA

Named by Forbes as the Best Place for Young Professionals and the Best Place to Raise a Family, the Greater Des Moines population is growing and is expected to grow by 35% more by 2035. But, progress is never achieved without facing some challenges along the way— in this case the challenge is creating jobs and remaining economically competitive, while still fostering safe and affordable places for families to live, work, and play.

To address these burgeoning issues, and ensure the vitality and long-term economic health of the region, the Des Moines Area Metropolitan Planning Organization (DMAMPO), in conjunction with a large group of local organizations and officials representing area communities, is working to coordinate future growth and development through the creation of The Tomorrow Plan, funded by a 2010 Department of Housing and Urban Development (HUD) Regional Planning grant.

“The Tomorrow Plan is allowing us to take a step back and truly assess where our region currently is, as well as where we are headed. We have to be proactive and prepare for the future in order to continue to attract and retain the top talent and business that has made Greater Des Moines one of the top regions in the country,” says Bethany Wilcoxon, Project Manager for DMAMPO.

New Resource: USDA Releases Guide to Federal Programs for Rural Communities

The U.S. Department of Agriculture (USDA) recently published Federal Resources for Sustainable Rural Communities; a guide to programs available to help rural areas promote economic development and enhance quality of life.

The publication, a joint effort of the federal Partnership for Sustainable Communities,

Compiles all of the federal resources that can support rural communities in their efforts to promote economic competitiveness, protect healthy environments, modernize infrastructure, and provide services to residents. The guide has key information on funding and technical assistance opportunities available from the four agencies, as well as examples of how rural communities across the country have benefitted from federal resources.
