Senators and Representatives sign on to letter supporting the Partnership for Sustainable Communities

Last month we asked smart growth advocates to speak out in support of the Partnership for Sustainable Communities. Hundreds of supporters sent letters to their members of Congress, and Congress listened.

If you were one of the many people who sent letters to your members of Congress, thank you. Your voice was heard and Congress is taking action to support these important programs. In total, 29 members of Congress signed letters championing better development programs at the Department of Housing and Urban Development (HUD) and the Environmental Protection Agency (EPA) in fiscal year 2014’s budget.

What could we do with an extra 4,570 square miles?

In Santa Fe, New Mexico, the Railyards project turned an abandoned rail depot into a shopping, dining and event space destination.

In Tulsa, Oklahoma, the Mayo Hotel turned a deteriorating building into luxury accommodations and loft apartments in the heart of downtown.

These are just some of the ways cities have redeveloped brownfield sites — contaminated land which takes up an estimated 4,570 square miles in the United States.

Earlier this month four senators introduced a bill that would give communities crucial tools to clean up and reuse this land. Now we need your help to see this bill through.

The Brownfields Utilization, Investment, and Local Development (BUILD) Act of 2013 would help towns and cities across the country clean up brownfield sites and put them back into productive use.

Brownfields redevelopment creates great places on land that was once unusable, and the BUILD Act would give communities a crucial tool to reinvest in their neighborhoods.

Details of the Brownfields Utilization, Investment, and Local Development (BUILD) Act

The Brownfields Utilization, Investment, and Local Development (BUILD) Act of 2013, introduced today by Senators Lautenberg, Inhofe, Udall and Crapo, would improve the way the federal government supports brownfields redevelopment in the United States. Here’s how.

The Act reauthorizes the U.S. Environmental Protection Agency (EPA) Brownfields Program, and improves the program’s ability to support local economic development. If passed, the bill would modernize and improve key elements of the program, and would provide additional tools and resources to communities working to redevelop brownfields. It makes a number of improvements recommended by the National Brownfields Coalition, which is comprised of a broad set of stakeholders, including local governments, developers, and community redevelopment organizations.

Washington Update: FY 2012 funding extended into 2013, sequestration looms at the end of the year

In anticipation of the upcoming election season, Congress has passed a continuing resolution (CR) to extend federal spending until March 27, 2013.

Leaders in both chambers have pushed for the passage a CR in order to avoid a government shutdown so close to the November election. Funding for the current federal programs, which was scheduled to expire at the end of September, will remain unchanged until March at which point Congress will revisit budget negotiations. The resolution passed the House with overwhelming support on September 13. The Senate deliberated the measure, and eventually passed the resolution, 62-30. President Obama signed the CR late last week.

Update on Appropriations: The Partnership for Sustainable Communities

This week, the House Transportation, Housing, and Urban Development Appropriations Subcommittee marked up their spending bill for the 2013 fiscal year. The bill funds HUD’s Office of Sustainable Housing and Communities to continue its operations, though funding for the tremendously popular Regional Planning and Community Challenge grants was not included. Also lacking in the bill was funding for DOT’s TIGER grants.

The House and Senate are debating transportation today. What will they decide?

Right now, a small group of House and Senate leaders are negotiating their proposed transportation bills, and plan to bring a final bill before Congress in the coming weeks. Their decisions today have the potential to shape our communities for decades to come.

Senate Appropriations Committee votes to restore funding to HUD’s Sustainable Communities Initiative

This morning, the Senate Appropriations Committee approved its FY 2013 spending bill for Transportation, Housing and Urban Development, and restored $50 million in funding to the Department of Housing and Urban Development (HUD)’s Sustainable Communities Initiative.

The Sustainable Communities Initiative is part of the federal Partnership for Sustainable Communities, a collaboration between HUD, the Department of Transportation and the Environmental Protection Agency which coordinates federal housing, transportation, water, and other infrastructure investments to make neighborhoods more prosperous, allow people to live closer to jobs, save households time and money, and reduce pollution.

The Senate’s vote is a huge step forward for the Partnership’s work this year. The Partnership programs are already helping communities across the country use their resources more wisely and support their local economy – read more about these communities on our Partnership blog.

Senate transportation bill includes strong support for smart growth strategies

The Senate voted today on its version of the federal surface transportation bill, passing the measure 74-22. The two-year, $109 billion bill includes several key provisions Smart Growth America supports:

  • The bill invests in repair for aging transportation infrastructure. The American Association of State Highway and Transportation Officials most recently gave the U.S. an embarassingly low “D” for its infrastructure. Constructed decades ago to help connect a growing economy, our infrastructure is now holding us back. Investing in repair is also a wise financial decision: as Smart Growth America’s report Repair Priorities explained, investing in road preservation and repair makes the most of existing resources and limits future liabilities.
  • The bill will help communities improve their Main Streets through funding opportunities for revitalization projects. Simple things like streetscape improvements can support local businesses and town centers across the country.
  • The bill will give communities the choice to create safe and low cost transportation options, like sidewalks and bike paths. This provision is particularly important as gas prices continue to climb.
  • The bill encourages states to develop complete streets polices, that make streets safer and more convenient for pedestrians, cyclists and drivers alike.
  • The bill takes critical steps toward a performance-based system that will make our transportation system more efficient and effective, and help make sure our national investments are sound.

Speak out for Main Streets in the Senate transportation bill

Last week, the House of Representatives introduced their surface transportation reauthorization bill. Their proposal, H.R. 7, the American Energy and Infrastructure Jobs Act, threatens to derail federal funding for public transportation, and we’re still fighting to change their proposed bill. If you were one of the many supporters who spoke out against H.R. 7, thank you.

This week, the Senate has begun working on its version of the bill and we need your help to make it as strong as possible.

A bipartisan amendment to the Senate bill sponsored by Senator Cardin of Maryland and Senator Cochran of Mississippi would give local governments a larger say over a share of state transportation dollars. This change to the current bill would give local leaders a greater voice and more direct access to money for projects like main street revitalization.

As it’s currently written, the Senate bill would take the limited funds once dedicated to improving safety and conditions for people on foot and bike, and transfer them to state departments of transportation for expensive highway construction instead.

The Senate vote could happen as soon as this week, and this amendment is one of the most important that we’ll see. By setting money aside, the Cardin-Cochran amendment would ensure local communities can get the money they need for the projects they want.

Applying a Complete Streets Lens to Action on Capitol Hill

A Complete Streets approach recognizes that an individual may bike, walk, drive, and take transit all in the same day and aims to create a transportation system that helps her travel safely by any mode she chooses. Unfortunately, the House transportation bill devotes all its funding to highway projects. The Senate bill presents a more complete vision, but still needs to be fixed to better provide for those on foot or on bicycles.
