HUD's Sustainable Communities grants are helping communities – and getting an impressive return on investment

The U.S. Department of Housing and Urban Development’s Office of Sustainable Housing and Communities (OSHC) has already helped hundreds of towns and cities across the country become economically stronger, environmentally sustainable, and more inclusive through its workshops, technical resources and grant programs. As a new report explains, these programs are also making the most of federal investments.

OSHC’s 2011 accomplishments update explains that the Office’s 152 grants in 48 states, totaling $240 million, generated almost $253 million in private investments and commitments from local partners. The Sustainable Communities grants, one of the major grant programs administered by the Office, generated $115 million in matching and in-kind contributions – more than 120% of the original $95.8 million invested.

The Office’s accomplishments report is a compendium of some of the most interesting smart growth projects in the works today.

Partnership in the News: Granite State Future ramps up community engagement outreach

Nine of New Hampshire’s planning commissions coordinated together to apply for a Regional Planning grant from the U.S. Office of Housing and Urban Development (HUD). They won a $3.37 million grant to coordinate their planning efforts for the state’s future, forming Granite State Future.

One of the first truly state-wide planning efforts, Granite State represents the desire for people across the state to work together to solve regional issues and ensure economic vitality and a better quality of life for all. Part of the effort involves a robust online community engagement effort.

“The foundation of this plan is what people want in their communities,” says project manager Jeff Belanger, “We want all views represented.”

The next step for the project is to put together their online data and proceed to public meetings to present ideas before communities across the state. They hope to be finished before the grant ends in 2015.

Partnership in the News: Rhode Island taking steps towards statewide economic plan

On November 9, Governor of Rhode Island Lincoln D. Chaffee announced a multi-agency effort to develop an integrated and statewide approach to economic development. Funded by a Regional Planning grant from the U.S. Office of Housing and Urban Development, the project will assess the state’s economic assets and situation to plan for future development.

“I agree with all Rhode Islanders that we need to take steps to improve the economic climate of the state. In 90 days we will have data analysis that we will use to inform decisions to use our assets wisely, prioritize our ideas and focus our resources in specific areas where we can make a real difference,” said Governor Chafee.

Partnership in the News: Cincinnati approves comprehensive plan for city

Last month, the Cincinnati City Planning Commission approved Plan Cincinnati, a comprehensive, community-based approach to future development. Part of this plan was funded by a multi-million dollar HUD Community Challenge grant intended to help the city to streamline its land use codes, facilitating future development.

The Plan is an opportunity to strengthen what people love about the city, what works and what needs more attention, says Katherine Keough-Jurs, senior city planner and project manager.

Smart Growth Stories: Building relationships and planning connections in mid-Michigan

Three counties in mid-Michigan are working to improve their region, and they’re using a much-talked about — but seldom seen — strategy to make it happen: collaboration.

The Mid-Michigan Program for Greater Sustainability is a dynamic and interactive effort to bring smart growth and concerted planning to the mid-Michigan region. Organized by the Tri-County Regional Planning Commission and made possible by a Regional Planning Grant from the U.S. Department of Housing and Urban Development, the Program is composed of hundreds of organizations from across Eaton, Clinton, and Ingham counties.

Spotlight on Sustainability: The unique challenges of smart growth in rural Montana

How do you grow responsibly in frontier communities? What does smart growth look like in these extremely rural areas? How can you adapt smart growth principles – often associated with urban cores – to small town America? These are precisely the kinds of questions that Vibrant Futures Montana is working to answer with the help of a Regional Planning grant from the Department of Housing and Urban Development (HUD).

To develop solutions for northern Montana’s unique issues, Vibrant Futures has been working hard to coordinate the efforts of local governments and communities which are spread out over an immense territory – over 31,000 square miles. “Between 11 counties and 3 reservations,. there has historically been no coordination between governmental entities as to how they would plan,” says Deborah Kottel, Interim Regional Coordinator at Vibrant Futures, They’ve never thought about how the counties could work together.”

Promoting cooperation and coordination is key to the region’s success, Kottel notes, and much of the group’s efforts have been devoted to creating and fostering relationships between the counties’ administrators. The counties can more effectively tackle the region’s challenges by working together.

In particular, Kottel says, the region must prepare for economic fluctuations. And as a planner, she understands how such specific regional challenges affect how planning must be carried out.

“When a tiny community’s economy relies on unpredictable industries like oil exploration, planning becomes drastically different than in a more steady city of any size. When the boom has ended, what happens? Can you turn worker camps into industrial parks? And if so, how do you do that? These are the kinds of questions we’re trying to answer.” The region also suffers from a scarcity of vital services, like medical and dental care, the lack of which has been pushing the aging parts of the population out of small towns and undercutting local businesses.

A recently implemented bus route, however, has done much to address the lack of regional connectivity between communities. “Simple things like putting in a reliable bus line can do so much and allow people to live in rural communities and let them live how they want while also connecting them to other people and other communities,” Kottel says.

Partnership in the News: Sustain Southern Maine wins over more residents

On Monday, October 15, Sustain Southern Maine, a recipient of a HUD Regional Planning grant, held an informational meeting in Eliot, Maine to  inform residents of their planning efforts and invite the community to participate. Sustain Southern Maine is a coalition of municipalities, non-profit organizations, and businesses working to generate positive regional development.

In light of the challenges being faced by Southern Maine communities, including lack of quality educational and employment opportunities, limited housing options, dependence on oil for heating homes and motor vehicle transportation, insufficient infrastructure for sewer, water, telecommunications and other services, and lack of services for the elderly, Sustain Southern Maine aims to promote public transportation, affordable housing, economic competitiveness, preservation of local character, and the coordination of land-use policies and investment.

New green building resources for HUD grantees

The Department of Housing and Urban Development (HUD) has announced a new initiative to offer green building training to their grantees and other affordable housing organizations. The free courses include Introduction to Green Building for Affordable Housing, Executive Decision Making, Best Practices for Green Building Operations and Maintenance, Financing Green Building, and Energy Performance Contracting for Small PHAs.

Partnership in the News: BRT gains traction in Madison, WI

On September 10, the Metropolitan Planning Organization, Capital Region Sustainable Communities, and Capital Area Regional Planning Commission – all organizations of the city of Madison, Wisconsin – met together to present a study carried out by the city testing the idea of a Bus Rapid Transit (BRT) route to the public and receive feedback.

This initial meeting was meant to introduce the idea to the public, with the next round of feedback involving more public input on specifics of the plan, including stop location, frequency, and stop amenities, among other things, according to Joe Kern, Project Manager of SRF Consulting.

The study was funded by a three-year HUD Regional Planning Grant.

Partnership in the News: Forming a vision for the future of business in North Adams, MA

On September 12, local business owners convened at a workshop in North Adams, MA to voice their concerns and priorities for the future of business in their area. This meeting was part of an effort to form a Master Plan for the city, a part of the broader Sustainable Berkshires initiative, funded with grant support from a HUD Regional Planning Grant.

Mayor Richard J. Alcombright emphasized the city’s need for a growth plan, saying,

“This is a very important process for the city, which, on a whole, hasn’t had a master road map in 40 years. Coming from the business world, we always had a plan. It needs to be a design that is in a very bendable, soft cover book, because it needs to be a fluid road map to success. It needs to keep the community on track, but also allows us to change direction. We are definitely a city that is at a crossroads. Our immediate need is growth, and a good solid plan is key to that.”
