Request for Proposals: Support for technical assistance to brownfields communities grant proposal

Smart Growth America is preparing a grant proposal to be submitted to the Environmental Protection Agency (EPA) to provide technical assistance to brownfields communities in EPA Region 3 (EPA-OSWER-OBLR-12-05). Smart Growth America seeks to augment team capabilities with contractor expertise, and is accepting proposals from interested non-profit organizations, educational institutions, private firms and individual consultants to be a part of the team that is proposing on the EPA grant.

Senator Schumer calls on Congress to extend tax credits for brownfield redevelopment

Just last week, the New York Times chronicled the difficulties of creating new development on former gas station sites. Now, New York Senator Charles Schumer is asking Congress to support property owners, municipalities and developers who want to clean up these difficult pieces of land and get them back into productive use.

“Scores of gas stations sit vacant and abandoned across upstate New York, acting as detriments to downtown development and potentially serious hazards to human environmental health,” Schumer was quoted by the Buffalo News. “Gas stations can look like small fixer-uppers above ground, but may have lots of problems beneath.”

The difficult business of building on old gas stations

Across the country abandoned gas stations represent one of the trickiest problems facing small towns and big cities alike. In particular, old gas stations pose a threat to the land when their underground storage tanks begin to deteriorate, potentially leaking petroleum into the groundwater.

A recent New York Times article covered the ways in which the hamlet of High Falls, NY has sought to address the negative community impact of its abandoned gas stations. Investors have begun to clean up and redevelop these lots, and their efforts have turned unattractive, contaminated brownfields into office space, restaurants and small shops. These innovative projects are creating new ways to bring money into the local economy and are helping revitalize the community.

June news from the National Brownfields Coalition

With the Republican Convention just over two months away, where does the party’s presumptive nominee, Mitt Romney, stand on brownfield issues? His time as Governor of Massachusetts provides some insights. The following is one of the ten Sustainable Development Principles outlined in Smart Growth Resources for Cities, and Towns written by Massachusetts’ Office of Commonwealth Development in 2006:

“REDEVELOP FIRST. Support the revitalization of community centers and neighborhoods. Encourage reuse and rehabilitation of existing infrastructure rather than the construction of new infrastructure in undeveloped areas. Give preference to redevelopment of brownfields, preservation and reuse of historic structures and rehabilitation of existing housing and schools.”

Announced at an October, 2003 Pittsfield, Massachusetts event, Mitt Romney’s economic development plan included “Doubling the Economic Opportunity Tax Credit from 5 to 10 percent for the redevelopment of a brownfields site.” Romney cited job creation and the potential to entice new companies to existing development as reasons to increase the credit. Spotlight on Sustainability: Denver, CO

In the areas of Denver surrounding the South Platte River, industrial buildings, coal-fired power plants, and blighted communities contrast with newer greenspace, trails, natural spaces and emerging mixed use developments. Over the past few decades, efforts at revitalization have made major progress in creating more walkable and recreational spaces, as well as cleaning up the river itself. But many of the surrounding neighborhoods and industrial areas are still disadvantaged, isolated, and underutilized. The City of Denver is now conducting a study to identify opportunities to spur economic development and revitalization in these communities.

April news from the National Brownfields Coalition

As Congress considers the federal budget for fiscal year 2013, the National Brownfields Coalition is working to support several brownfields-related federal programs. These programs include the U.S. Environmental Protection Agency (EPA)’s Brownfields program, as well as the Department of Housing and Urban Development (HUD)’s Section 108 loan guarantee authority, its Sustainable Communities program, and the Brownfields Economic Development Initiative (BEDI) program.

In support of these federal programs, 25 organizations have endorsed the Brownfields Coalition’s letters to Congress, downloadable below. The letters call for $250 million for EPA’s Brownfields Program; $7 million for HUD 108; $100 million for the HUD Sustainable Communities Program; and $25 million for the HUD BEDI Program.

The Coalition also worked with the offices of Senator Carl Levin (D-MI) and Richard Blumenthal (D-CN) – who were joined by 13 additional Senators – to ask Senate Appropriations Committee members to maintain funding for the EPA Brownfields Program.

These efforts are gaining momentum. Last week, the Senate Appropriations Committee voted to restore funding to HUD’s Sustainable Communities Initiative, and proposed a budget of $50 million for the program. The Senate’s vote is a huge step forward for this effort; the draft budget has now been passed to the House of Representatives for review.

New guide for local leaders helps overcome barriers to address nation’s blighted properties

A new guide for town, city and county leaders outlines how to build the financial and political support needed to reclaim and redevelop the thousands of abandoned gas stations, auto body shops, and industrial facilities nationwide.

From Vacancy to Vibrancy focuses on underground storage tank (UST) sites – properties with buried or partially buried tanks that have been used to store petroleum or other hazardous substances. When gas stations, auto body shops, industrial facilities or other types of development close down, these tanks are often left behind. As they age, the tanks are prone to leakage and can contaminate both soil and groundwater, posing a serious environmental threat. The new guide takes aim at one of the primary reasons these types of properties remain vacant for so long: many officials just don’t know what to do with them.

The new resource provides an overview of the tools and strategies available to leaders who want to transform UST sites into economic and community assets.

The guide also includes information about state and federal brownfield program requirements, brownfield redevelopment financing strategies, and multi-site planning techniques. An annotated list of resources is included at the end for further exploration.

Brownfields and the President’s budget

The President’s budget for fiscal year 2013, released in February, requests $167 million for the U.S. Environmental Protection Agency’s Brownfields program – a $1.1 million (or 0.7%) cut relative to 2012. The Administration continues “zeroing” the U.S. Department of Housing and Urban Development (HUD) Section 108 Loan Guarantee Program, although it also asks for an increase in HUD 108 loan authority to $500 million. The Administration wants to make HUD 108 self-sustaining through increased fees, thereby eliminating the credit subsidy. The HUD Sustainable Communities Program, which Congress did not fund last year, is back in the President’s budget at $100 million.

When gas stations, auto body shops, industrial facilities or other types of development close down, these tanks are often left behind. As they age, the tanks are prone to leakage and can contaminate both soil and groundwater, posing a serious environmental threat. The new guide takes aim at one of the primary reasons these types of properties remain vacant for so long: many officials just don’t know what to do with them.

The regulatory issues associated with vacant properties containing a UST, as well as the time and money involved in cleanup, often makes revitalization seem like more trouble than it is worth. These challenges are overshadowed, however, by UST sites’ potential for neighborhood revitalization. From the Executive Summary:

UST sites are often both small and centrally located, and both these traits make them unique opportunities for revitalization. As demand rises for housing in neighborhoods close to town and in city centers – persisting in spite of larger challenges in the real estate market nationwide – UST sites are in a position to catalyze reinvestment and redevelopment initiatives.
