The Steering Committee of LOCUS, Smart Growth America’s coalition of responsible real estate developers and investors, gathered in Washington DC this week to discuss upcoming LOCUS projects and identify new issues facing smart growth development today.
Art Leahy, CEO of Los Angeles Metro, started the meeting on Tuesday with a presentation about the future of L.A.’s Union Station. As Leahy explained, Metro’s Master Plan for the station will celebrate the site’s history, improve passenger experience and make the Union Station neighborhood a great destination by considering combinations of public space enhancements, access and circulation improvements and new development. Leahy presented about the project to the Steering Committee, and received feedback from fellow Committee members.

Federal real estate programs could be doing more for families, taxpayers and communities, and a national coalition of real estate developers and investors will convene in Washington, DC next week to advocate for changes to these enormous programs.
LOCUS, Smart Growth America’s coalition of responsible real estate developers and investors, will gather in Washington and meet with members of Congress on October 8 and 9, 2013 to advocate for reforms to federal real estate programs that could broaden housing opportunities, revitalize cities and towns nationwide while saving taxpayers upwards of $33 billion a year.
Each year, the Steering Committee of LOCUS: Responsible Real Estate Developers and Investors gathers in Washington to discuss and set the program’s federal policy agenda.
When LOCUS was formed in 2008, its Steering Committee consisted of a handful of committed real estate developers who believed the voice of the smart growth development community was missing from policy discussions in Washington. In a testament to how the program has grown since that time, our 2013 Winter Steering Committee meeting featured nearly 30 leading real estate developers and investors from across the country including our newest members, Rod Lawrence of The JBG Companies, and Jair Lynch of Jair Lynch Development Partners, both leading developers of walkable development in the DC metro area.
The Urban Land Institute’s Terwillinger Center for Workforce Housing held its annual awards gala in September to recognize communities, real estate developers and policymakers in promoting workforce housing affordability. The Jonathan Rose Companies, led by LOCUS steering committee member Jonathan Rose, received the Jack Kemp Workforce Housing Model of Excellence award for their Tapestry development in East Harlem, New York. The award is given in honor of former HUD Secretary Jack Kemp in recognition of four developers who have used innovative financing and design strategies to build developments and offers units at both market rate and below-market rate for residents.
LOCUS Steering Committee member Eric Larson also attended the event to present the Robert C. Larson Workforce Housing Public Policy Award, which recognizes the commitment of a state or local government that is dedicated to the production, rehabilitation and preservation of workforce housing. New this year, the award is named in memory of Larson’s father, Bob Larson, a leading real estate developer and investor chair of the Resolution Trust Corporation and former ULI chairman. This year’s award recipient is the city of San Jose.
“My father believed that a keen sense of community would emerge when dedicated, smart people do the right thing. And public policy, with strong leadership, is key to the lasting quality of a community,” Larson said. “We are thrilled that San Jose is the first recipient of this award bearing my father’s name.”
