Real estate developers connect with local leaders and new opportunities at LOCUS LinkUp in Boston

On November 20, 2014, real estate developers and local leaders came together at a LOCUS LinkUp to discuss new opportunities for building walkable neighborhoods in the greater Boston area.

LOCUS President Christopher Leinberger framed the day’s discussion with a preview of forthcoming research part of The WalkUp Wake Up Call: Boston, which will take an in-depth look at where future development will likely occur in the region. Boston is already home to some of the country’s most walkable places—LinkUp attendees got a sneak peak of how that trend will bear out in coming years.

Councilmember Kathy Galvin commits to bringing equitable development to Charlottesville, VA

Charlottesville, VA, is setting itself apart from other college towns through a focus on equitable development. The city, which comprises just 10 square miles in central Virginia’s Albemarle County, boasts a rich heritage with connections to Thomas Jefferson and colonial America. Charlottesville is home to the University of Virginia as well as many historic sites, most famously including Monticello.

For nearly 30 years, Albemarle County has protected its rural areas through strong preservation practices—and residents have felt the benefits. The city has a strong downtown and walkable core, including the downtown pedestrian mall—one of the most successful in the country—and much of the city is within a 15-minute drive from nearby natural areas. Councilmember Kathy Galvin, a long time Charlottesville resident and member of Smart Growth America’s Local Leaders Council, is committed to further strengthening the city’s core and making sure it in an equitable place for all current and future residents.

Leaders discuss strategies for supporting local smart growth

On November 10, the Advisory Board of Smart Growth America’s Local Leaders Council gathered for its third Annual Meeting in Washington, DC. The central topic of discussion was how to support local leaders who are striving to build great communities through smart growth strategies.

“Interest in the Local Leaders Council has been impressive, and the incoming stories about local smart growth work are inspiring,” said Mark Mallory, former mayor of Cincinnati. “Opportunities for mayors, council members, commissioners, and other leaders to connect and support one another make a difference. As a leader, you know you are not alone and that you have smart colleagues in other communities who are willing to help you.”

Home to more than one million residents and a thriving high-tech economy, Montgomery County, MD is far from a typical American suburb.

Located adjacent to Washington, DC, the county boasts strong research and biotechnology sectors, backed by one of the region’s mostly highly-educated populations: over half of residents above the age of 25 hold a college degree or higher. Now, thanks to the work of pioneering officials like Councilmember Roger Berliner, a member of the Maryland Chapter of Smart Growth America’s Local Leaders Council, Montgomery County has another badge of honor: it’s an emerging smart growth hot-spot.

“We have wonderful schools, wonderful green space, and one third of the county is set aside as an agricultural reserve. We are the economic engine of the state of Maryland,” says Councilmember Berliner. “We have historically been a suburban community and are now experiencing the growth of urban nodes and the benefits of those nodes in areas like Bethesda, Silver Spring, and Germantown.”

Chief Administrative Officer Buddy Boe connects and revitalizes corridors in suburban Louisiana

In St. Charles Parish, LA, local officials are betting that two ambitious new projects will spur economic development and noticeably improve connectivity—to a level seldom found in the suburbs.

St. Charles Parish, located 20 miles west of New Orleans, LA on the Mississippi River, boasts a population of 54,000 spread out among several communities. The parish has no concentrated population center, which allows for funding to be spread evenly but creates a unique landscape for smart growth. Buddy Boe, Chief Administrative Officer for the Parish and a member of Smart Growth America’s Local Leaders Council, is working with residents to revitalize existing roads and create central corridors designed to bring the community together and diversify the local economy—currently reliant on industrial and maritime sectors—ensuring a prosperous future for the area.

Like many main thoroughfares in St. Charles Parish, Paul Maillard Road was once a thriving commercial corridor. Despite being home to a local hospital and connecting to one ferry landing and two state highways, the corridor has suffered from several decades of sustained disinvestment and population loss. The street was identified in St. Charles Parish’s Comprehensive Plan as an area ripe for investment and growth. Now, thanks to a 2011 Sustainable Cities Grant from the U.S. Department of Housing and Urban Development (HUD), that vision for revitalization is coming to fruition. Just this week, the Paul Maillard Corridor Revitalization Plan was released to the public.

Solana Beach, CA is not your average beach town. By combining smart street design and placemaking strategies, the city is creating economic growth and drawing residents and visitors downtown.

“A sense of community really comes from the people, but can be promoted by the place. That’s why we are trying to create places in our downtown area,” says Lesa Heebner, the Deputy Mayor of Solana Beach and a member of Smart Growth America’s Local Leaders Council. Solana Beach is the second smallest city in the region, but that does not mean it lacks flavor. “We’re aiming to create quality locations that serve our residents and where visitors are welcome,” Heebner adds.

Local leaders discuss engagement and regionalism at Leadership Academy for Sustainable Communities

Last week in Oakland, CA, Smart Growth America’s Local Leaders Council hosted a special track for local elected and appointed officials during the Leadership Academy for Sustainable Communities. Organized by the Institute for Sustainable Communities and sponsored by the US Department of Housing and Urban Development (HUD), the three-day workshop emphasized implementation strategies for recently completed regional sustainability plans. One dozen communities sent teams to the event, including local leaders seeking to help their communities achieve the visions outlined in their sustainability plans.

The Local Leaders Council–hosted track focused on developing an effective policy agenda that supports regional vision, building coalitions and partnerships to help move that vision forward, and talking publically about sustainability and infrastructure issues in ways that highlight local priorities. One of the primary takeaways was the need for a big-tent approach.

“Establishing a relationship with everybody, no matter what side of the aisle they’re on, is an important step in the process,” said Commissioner Yousef Rabhi of Washtenaw County, MI. Leaders in the room agreed that working toward a joint regional vision requires going beyond partisan thinking and keeping focused on positive, relatable economic and quality-of-life goals.

Commissioner Conan Smith aims to improve opportunities for all residents in Washtenaw County, MI

Washtenaw County, MI is located immediately west of the Detroit metropolitan area, with a population of just over 350,000 residents. A former manufacturing region, the county currently houses several major institutions that are playing a growing role in shaping the region’s economy and development patterns. The seat of Washtenaw County, Ann Arbor, MI, is home to the University of Michigan, which employs more than 30,000 people and has contributed to the growth of a vibrant, walkable business and entertainment district in Ann Arbor’s downtown. The county also houses Eastern Michigan University, Washtenaw Community College, and a major U.S. Department of Veterans Affairs medical center.

While Washtenaw County has seen significant job growth over the past several years—a recent economic forecasting study estimates that between 2009 and 2016 the region will have gained 31,147 additional jobs—economic inequality is a growing challenge for the community. County Commissioner Conan Smith, a member of Smart Growth America’s Local Leaders Council, is working to address this issue by promoting economic development strategies that provide all county residents with greater access to opportunities.

State and local partnerships prove essential at State Resilience Summit

How can states partner with local authorities to improve disaster resilience, while also addressing local economic, environmental and equity concerns?

An expert panel tackled this question earlier this week at the Governors’ Institute on Community Design State Resilience and Economic Growth Summit in Washington, DC. The two-day event brought together experts on disaster recovery and long-term resilience to discuss best practices and new strategies with state and federal leaders. The Governors’ Institute on Community Design is an initiative of the U.S. Environmental Protection Agency and the U.S. Department of Transportation administered by Smart Growth America.

In a day two breakout session on “The Role of State and Local Partnerships”, participants heard from leaders on the challenges of building strong state-local partnerships for resilience implementation.

Council Member Vi Lyles on expanding transportation options in Charlotte, NC

Charlotte is the largest city in the state of North Carolina, with a metropolitan area population of 2.3 million as of 2013. Over the last half century Charlotte’s economy grew primarily around the financial sector, and as the home of Bank of America’s headquarters, the former headquarters of Wachovia, and a host of Fortune 500 companies the city was the  second largest banking hub in the country when the economic recession hit in 2008. In recent years leaders in Charlotte have worked to make the city’s economy more resilient by cultivating and expanding other industries, particularly energy, logistics, defense and healthcare.

In line with these efforts, there is a growing movement among many city leaders to provide a high quality of life in Charlotte’s unique and diverse neighborhoods, which radiate out from the historic center city, in order to attract and retain new businesses and residents and promote Charlotte as a great place to live, work and play. At-Large City Council Member Vi Lyles, a member of Smart Growth America’s Local Leaders Council, is working to provide these neighborhoods with a greater variety of transportation options to help foster a sense of community and connection to the city among residents. “We are focusing on making Charlotte a place where people want to be. To do that, we have to provide those people with choices,” says Council Member Lyles.
