Completing Our Streets: Celebrating 500 Policies

This post is the first in a series of excerpts from Completing Our Streets: The Transition to Safe and Inclusive Transportation Networks, the forthcoming book from Island Press written by Barbara McCann, founder of the National Complete Streets Coalition. The book discusses the keys to the movement’s success, and how places and practitioners in the United States are tackling the challenges of putting a new transportation paradigm into daily practice. Completing Our Streets coverThe passage of the 500th Complete Streets policy was a remarkable moment, especially for those of us who felt bold back in 2005 when we set the first goal for the Completing Our Streets coverNational Complete Streets Coalition: new policies in five states and twenty-five local jurisdictions, more than doubling the policies in existence at that time. Since then the Complete Streets movement has helped bring about a tremendous burst of activity in changing how roads are planned, funded, designed, and built.

The Complete Streets movement, though, is far from the first to point out that roads should be safe for everyone traveling along them, or to argue for more transportation choices. Why did the movement take off the way it did? What does this success teach us about the next steps in creating roads that are safe for all users?

Last year I stepped down from leading the Coalition to take some time to try to answer these questions. I knew that while supporters love the name, many don’t look beyond its definition as a street that is designed to be safe for everyone using it. I also knew that the movement’s success is rooted not in this simple definition, but in the strategies we have used to change transportation practice.

These strategies had little to do with defining exactly what an individual Complete Street looks like. The lack of a design focus may surprise anyone who is following the explosion of exciting new street design guidelines, manuals, books, and individual projects that are getting deserved attention in transportation circles these days.

Congressional hearing on Safe Streets Act highlights policy flexibility and safety

“My home district of Sacramento continues to bear witness to too many pedestrian accidents,” said Congresswoman Doris Matsui (D-CA) last week. “The needless and avoidable accidents are vivid reminders of why we need Complete Streets policies.”

Congresswoman Matsui made these comments at a briefing on Capitol Hill on Thursday hosted by the National Complete Streets Coalition. Matsui was there to introduce the Safe Streets Act of 2013, co-sponsored by Congressman David Joyce (R-OH). As Congresswoman Matsui explained to the crowd, “It is far past time for the federal government to step and show it too is committed to improving the safety of our communities.”

Policy Adoption

On May 21, Hopkins, Minnesota adopted a Complete Streets policy. Hopkins, a densely populated town in the Minneapolis area, will be home to 3 light rail stations in the next few years, Creating safe walking and bicycling connections to those stations are paramount for the city team. The policy draws from national and state best practices, includes specific exemptions and next steps for implementation. Read more >>

The Albany, New York City Council passed Complete Streets legislation on June 3. After two auto-pedestrian accidents in the last year, one of them fatal, community stakeholders and councilmembers want to improve safety for all citizens. “This is about considering all users of the road,” noted Alderwoman Leah Golby, who proposed the law. “It’s time for our code to reflect the way people live today.” The ordinance applies to “all street construction, reconstruction, resurfacing or repaving projects that are undertaken by the City and not covered under the New York State Complete Streets Law.” Read more >>

The Common Council of White Plains, New York adopted a Complete Streets resolution on June 3. The resolution directs the City’s Department of Public Works to “consider all modes of travel within its projects” and includes specific exceptions. Read more >>

Announcing the best Complete Streets policies of 2012 — In a report out last week, the National Complete Streets Coalition, a program of Smart Growth America, examined all the Complete Streets policies passed in the last year and highlighted some of the best. Leading the pack is Indianapolis, which adopted a Complete Streets ordinance in August. “We’re very proud of our efforts in the past few years to make Indianapolis more walkable, bikeable and connected. On February 5, 2013, the Oakland, California City Council unanimously approved a Complete Streets policy. The new document includes specific actions to implement Complete Streets, including a review of existing plans, defining a stakeholder consultation process, and establishing and collecting data related to Complete Streets performance measures. Rancho Cucamonga, California, a suburban community in the greater Los Angeles region, boasts the state’s newest Complete Streets ordinance. Approved unanimously in December, the ordinance includes a robust list of performance metrics and implementation steps. Read more >>

The City of Philadelphia has finalized its Complete Streets Handbook! The new guide provides design guidance to planners, engineers and architects and helps residents understand the city’s tools for creating Complete Streets. The Handbook release follows the signing of the city’s Complete Streets Bill in December 2012 and Mayor Nutter’s 2009 Executive Order. Policy Adoption

On January 14, the Alameda, California city council approved a Complete Streets policy by resolution. The policy reflects and is responsive to the city’s adopted General Plan, and includes direction on design guidance, working with stakeholders, and those authorized to approve exceptions. Suisun City, California, a community of 28,000 northeast of San Francisco, adopted a Complete Streets policy via resolution on December 18. In doing so, the city becomes eligible for the OneBayArea grant program, administered by the regional planning organization. Georgia DOT Adopts Policy – On September 20, the Georgia Department of Transportation adopted a Complete Streets policy, the product of years of work done by the state’s Complete Streets supporters, including Georgia Bikes; the Atlanta Bicycle Coalition; the Atlanta Regional Commission; the cities of Atlanta, Decatur, and Roswell; several transit agencies; and leaders within GDOT. The new policy calls for the Department to “routinely incorporate bicycle, pedestrian, and transit (user and transit vehicle) accommodations into transportation infrastructure projects as a means for improving mobility, access, and safety for the traveling public.”

The Road Commission for Oakland County, Michigan adopted Complete Streets guidelines (PDF) last month to help the County apply the approach to its transportation projects.

On September 25, Newark, New Jersey announced that it had adopted a formal Complete Streets policy. Mayor Cory Booker strongly supported the policy, stating that Newark’s streets would be “the safest and most welcoming in the entire nation.” Booker participated in an AARP-led webcast discussion about Complete Streets a few days later.

In early October, the city of Onalaska, Wisconsin adopted a Complete Streets policy and a recommended project checklist. The checklist asks project managers about accommodations for people walking and bicycling and encourages them to check existing plans and nearby destinations when making decisions.
