Announcing the Best Complete Streets Policies of 2014

A total of 74 communities adopted Complete Streets policies in the United States in 2014. These laws, resolutions and planning and design documents encourage and provide for the safe access to destinations for everyone, regardless of age, ability, income or ethnicity, and no matter how they travel.

The Best Complete Streets Policies of 2014, released today by Smart Growth America’s National Complete Streets Coalition examines and scores each Complete Streets policy enacted in 2014. The report outlines ten ideal elements of a Complete Streets policy and scores individual policies based on these ideals. Policy elements refine a community’s vision for transportation, provide for many types of users, complement community needs and establish a flexible approach necessary for an effective Complete Streets process and outcome.

The first-ever Puerto Rico Complete Streets Congress for Professionals, presented by AARP Puerto Rico on October 3, convened 160 transportation, public health, and other community leaders who want to elevate Complete Streets policies and strategies across the island.

Covering topics ranging from the benefits of Complete Streets to best practices in implementation to design guidance, the event was featured insights from Complete Streets workshops instructor Paul Zykofsky; Ana Rius, Secretary of Health Department for Puerto Rico; Miguel Torres, Secretary of Transportation and Public Works for Puerto Rico; Zaki Mustafa, past present of Institute of Transportation Engineers, a National Complete Streets Coalition Steering Committee member; and long-time Complete Streets advocate Dan Burden.

Panelists gave listeners a behind-the-scenes look at how many of this year’s policies were created, and provided insights for how other communities create strong policies of their own.

Friends and partners of the National Complete Streets Coalition gathered in Washington, DC last night to celebrate the Complete Streets movement, to discuss the Coalition’s work over the last year and to recognize the annual support from the Coalition’s 50 partner organizations.

The evening’s featured guest was Rina Cutler, Deputy Mayor for Transportation and Utilities for the city of Philadelphia. In her remarks, Cutler highlighted Philadelphia’s strategies for implementing Complete Streets. The idea of Complete Streets has grown from a minor issue endorsed by a small corps of local advocates into what Cutler described as a “citywide revolution” with widespread support.

The National Complete Streets Coalition had a whirlwind week last week at the first-ever National Walking Summit in Washington, DC. More than 300 participants came together to discuss ways to support walking through policy, design, advocacy, funding, organizing and engagement in communities large and small. The conference had great energy and enthusiasm for Complete Streets and how this approach supports safe, inviting and convenient places to walk.

With the help of the DowntownDC BID, the Coalition welcomed 15 Partners and Steering Committee members to Washington at its Partners breakfast. After catching up with one another, the Partners heard from Ellen Jones, Director of Infrastructure and Sustainability for the Downtown BID, about how downtown DC will begin to accommodate more pedestrians as travel demand increases.

Learn how Memphis, TN, is creating Complete Streets with new policy and implementation brief

Earlier this year Memphis, TN, passed the 500th Complete Streets policy in the United States. In a new policy and implementation brief, we detail how Memphis achieved its Complete Streets successes so far, the ongoing efforts in the region and the work that remains to be done.

A new bill in Congress would make streets safer and more accessible nationwide

Complete Streets are designed with all users in mind. Complete Streets strategies help everyone, no matter of age, ability or how they chose to travel, get where they need to go quickly, easily and safely. Nationwide, nearly 500 states and localities have adopted a Complete Streets Policy directing their transportation planners and engineers to routinely design and operate the entire right of way to enable safe access for all users, regardless of age, ability, or mode of transportation.

Policy Adoption

On May 21, Hopkins, Minnesota adopted a Complete Streets policy. Hopkins, a densely populated town in the Minneapolis area, will be home to 3 light rail stations in the next few years, Creating safe walking and bicycling connections to those stations are paramount for the city team. The policy draws from national and state best practices, includes specific exemptions and next steps for implementation. Read more >>

The Albany, New York City Council passed Complete Streets legislation on June 3. After two auto-pedestrian accidents in the last year, one of them fatal, community stakeholders and councilmembers want to improve safety for all citizens. “This is about considering all users of the road,” noted Alderwoman Leah Golby, who proposed the law. “It’s time for our code to reflect the way people live today.” The ordinance applies to “all street construction, reconstruction, resurfacing or repaving projects that are undertaken by the City and not covered under the New York State Complete Streets Law.” Read more >>

The Common Council of White Plains, New York adopted a Complete Streets resolution on June 3. The resolution directs the City’s Department of Public Works to “consider all modes of travel within its projects” and includes specific exceptions. Read more >>

Each year the National Complete Streets Coalition takes a look back at the Complete Streets policies passed in the past year, and highlights some of the best. Our analysis of 2012’s policies will be coming out next week – here’s a sneak peek of what’s in the report.
