Brownfields financing legislation introduced in the House

Earlier this month, Congresswoman Janice Hahn (D-CA) and Congressman Chris Gibson (R-NY) introduced the Brownfield Redevelopment and Economic Development Innovative Financing Act of 2014, or H.R. 4173. The legislation would re-establish a guaranteed financing program for brownfields at the U.S. Department of Housing and Urban Development (HUD) and allow localities to utilize innovative financing mechanisms to begin the redevelopment process.

A new measure of sprawl in America

Measuring Sprawl

In 2001, Smart Growth America released the landmark study Measuring Sprawl and its Impact. On Wednesday, April 2, we’ll release the next edition of this flagship report with new information about the state of development in the United States.

Measuring Sprawl 2014 will look at development patterns in 221 metropolitan areas across the country and evaluate which communities are the least and most sprawling in the country. The report will score and rank every metropolitan area in the country based on its development, using a four-factor system developed by researchers at the University of Utah’s Metropolitan Research Center.

Hear the recap: Repair Priorities 2014 online discussion

Yesterday we unveiled Repair Priorities 2014: Transportation spending strategies to save taxpayer dollars and improve roads. The release featured an online discussion with leaders from Smart Growth America and Taxpayers for Common Sense, as well as state transportation department representatives from Vermont, Michigan and Tennessee. Panelists shared insights and strategies for how states are managing their road repair needs in a time of constrained budgets by using tools like asset management practices; focusing repair investments on the most heavily used roads; setting aggressive targets for pavement conditions; and using cost-benefit analysis to prioritize road investments.

New report examines the fiscal implications of chronic underinvestment in road repair

Repair Priorities

State departments of transportation (DOTs) are spending more money building new roads than maintaining the ones they have—despite the fact that roads are crumbling, financial liabilities are mounting and conditions are not improving for America’s drivers.

The amount states would need to spend to bring roads in poor condition into a state of good repair while also maintaining their existing systems.

Those are the findings of Repair Priorities 2014: Transportation spending strategies to save taxpayer dollars and improve roads, a new report out today from Smart Growth America and Taxpayers for Common Sense. The report examines road conditions in all 50 states and the District of Columbia, how much states currently invest in road repair and how much they would need to spend to adequately maintain America’s roads.

Local Leaders Council members convene at National League of Cities conference

Members of Smart Growth America’s Local Leaders Council gathered in Washington, DC on Sunday for a reception at the National League of Cities Congressional City Conference. Local Leaders Council members from communities around the country had the opportunity to connect with Smart Growth America staff and introduce fellow colleagues who are passionate about building great communities to the benefits of the Local Leaders Council.

After a welcome from Smart Growth America President and CEO Geoff Anderson and Transportation for America co-chair John Robert Smith, two Local Leaders Council members discussed how the Council has helped them to address issues in their communities. Bill Fulton, Director of Planning for the City of San Diego, CA (and former Vice President of Smart Growth America) explained how both Democratic and Republican mayors in San Diego were supportive of smart growth strategies. This approach is crucial as San Diego aims to attract aging baby boomers looking for more walkable, convenient neighborhoods while also appealing to younger millennials, Fulton explained.

Mayor Gee Williams on why Berlin, MD is the coolest small town in America

In February, Berlin, MD (population 4,500) won the title of “Coolest Small Town in America” from Budget Travel. Mayor Gee Williams sees smart growth as part of why Berlin won the honor.

“We are proud of our 19th century charm, but we are a 21st century community,” explains Mayor Williams, a member of the Maryland Chapter of Smart Growth America’s Local Leaders Council. Berlin’s historic downtown is a National Register Historic District, boasting 47 structures on the National Register of Historic Places.

Developers see new opportunities at the intersection of brownfields redevelopment and public health

You might be familiar with the concept of brownfields—vacant sites that are known or suspected to be contaminated and which must be remediated before they can be reused. A related, but less well-known concept is healthfields, which turn former brownfields into community health facilities. Healthfields are gaining wide support within regulatory and policy circles, and their popularity opens up new opportunities for real estate developers in these fields.

In many markets today brownfields are unfortunately common enough that land-use-related companies have evolved to specialize in brownfields redevelopment. These companies—including real estate developers, law firms and engineering firms, among others—have learned to navigate the complex regime of rules, procedures and standards that govern the redevelopment of brownfield sites. These companies have also become experts in the web of federal, state and local programs available for brownfields redevelopment, which are often what make brownfield site redevelopment financially feasible.

What President Obama's budget proposal means for federal community development programs

Earlier today President Obama released his budget proposal for fiscal year 2015, focusing on economic growth, job creation for the middle class, and fiscal responsibility.

An important part of the administration’s priorities includes improving infrastructure and investing in urban and community development. Three federal agencies carry the brunt of that workload, and here is how the president’s proposal would affect each of them.

Since the workshop: Fairfax, VA identifies new development potential along Fairfax Boulevard

In June, 2013 Smart Growth America visited the city of Fairfax, VA to help city leaders there figure out new strategies for development. How is Fairfax using that workshop to inform its work today?

Since 2007, the City has been working to revitalize Fairfax Boulevard, the main commercial corridor running through the city. The boulevard is currently home to strip mall-type retail and other low-density commercial businesses but recent developer interest in projects along Fairfax Boulevard made the City realize that low-density development on the corridor would not support the community over the long term. So the Department of Community Development and Planning applied for one of Smart Growth America’s free technical assistance workshops, viewing it as an opportunity to ground public discussions about development in sound fiscal policy.
