Mayor Nancy Chaney of Moscow, ID, is working to help residents be healthier AND better connected to the broader region, and she sees smart growth strategies as a way to achieve both those goals at the same time.

“We pride ourselves on being a walkable, bikable community in the midst of rolling wheat fields, dried peas, and lentils,” Chaney says. “Smart growth means connecting people in the physical and social sense. It includes gathering places and public centers like Friendship Square in the heart of our downtown. And smart growth means providing for all residents regardless of their preferred mode of transportation—bicycles, strollers, wheelchairs. Smart growth gives Moscow’s residents this flexibility to choose whether to be in a motorized vehicle or to walk to a doctor’s appointment. Smart growth is about how people and place are interrelated.”

Councilmember Hans Riemer on the challenge of creating attractive urban areas in Montgomery County, MD

Councilmember Hans Riemer has a problem. Residents of the greater Washington, DC metro area increasingly want to live in attractive, high quality, urban neighborhoods—but there aren’t enough of those neighborhoods in his home district of Montgomery County, MD, to meet the demand.

“Cities are reviving and becoming incredibly attractive places to live,” says Riemer, a charter member of Smart Growth America’s Local Leaders Council. “We’re seeing the impacts of that in Montgomery County. Where people used to prefer the suburbs, they now want to live in cities.”

Building region-wide support for new development along Arizona's Valley Metro light rail line

The City of Phoenix, AZ, is working to encourage development along the Valley Metro light rail line, and it’s getting some help from a region-wide effort that’s working to link Phoenix’s investments to others throughout the region.

The Sustainable Communities Collaborative (SCC) is a unique non-profit partnership working to catalyze development along the Valley Metro light rail in Phoenix, Tempe and Mesa. Started in 2011 with a $20 million private investment from Local Initiatives Support Corporation and Raza Development Fund, SCC aims to create “vibrant urban environments and transit-oriented communities that have it all”: a mix of housing starts, new community health care centers, entrepreneurial start-ups, pedestrian and bicycle friendly neighborhoods, eclectic retail and restaurants, and artistic centered community development connected to the 20-mile light rail line.

Spotlight on Sustainability: Puget Sound building communities around transit

A Department of Housing and Urban Development (HUD) regional planning grant is helping the Central Puget Sound region plan for future growth and leverage a significant transportation investment.

Investing in Puget Sound

The Central Puget Sound region approved the Sound Transit 2 Plan (ST2) in 2008 to develop and construct more robust regional rapid transit. At an estimated $17.8 billion cost, the majority of which is devoted to 36 additional miles of light rail track, the project will more than double the current system, expanding service to three counties and connecting the larger Seattle metropolitan area. Upon completion, slated for 2023, the project’s planners expect half of all trips to Downtown Seattle will be on transit. ST2 will help support the projected growth of the Puget Sound region in the coming years, with an anticipated 1.5 million new residents by 2040.

The Puget Sound Regional Council (PSRC), an organization focused on planning for regional transportation, growth management and economic development, realized the need to prepare the Puget Sound area for a projected population of 5 million. Working with residents and county, city, and local officials, PSRC developed VISION 2040, a regional strategy for accommodating the area’s projected growth. Complimenting ST2’s efforts, VISION 2040 is a set of regional policies that local jurisdictions must consider when planning their decisions addressing land use, economic, and environmental issues. While an effective framework for regional growth, the plan does not focus on the individual community level and local benefits, opportunities, and potential impacts of ST2. Says Ben Bakkenta of PSRC, “There wasn’t that bridge from the regional vision to the local jurisdiction.”

Growing Transit Communities

To address this gap, PSRC applied for a HUD Regional Planning Grant in 2010. The $5 million grant they received has helped develop strategies for communities receiving new light rail stations, as well as those with other high capacity transit, such as bus rapid transit. Growing Transit Communities seeks to ensure that ST2’s investments help to concentrate housing, jobs, and services near transit, promoting faster and safer travel. Led by a diverse consortium of 39 partners including local governments and regional transit agencies, business organizations and non-profits in the central Puget Sound region’s 3 counties, the project has a particular focus on housing affordability and equal access to opportunity and transit.

Policy Adoption

On May 21, Hopkins, Minnesota adopted a Complete Streets policy. Hopkins, a densely populated town in the Minneapolis area, will be home to 3 light rail stations in the next few years, Creating safe walking and bicycling connections to those stations are paramount for the city team. The policy draws from national and state best practices, includes specific exemptions and next steps for implementation. Read more >>

The Albany, New York City Council passed Complete Streets legislation on June 3. After two auto-pedestrian accidents in the last year, one of them fatal, community stakeholders and councilmembers want to improve safety for all citizens. “This is about considering all users of the road,” noted Alderwoman Leah Golby, who proposed the law. “It’s time for our code to reflect the way people live today.” The ordinance applies to “all street construction, reconstruction, resurfacing or repaving projects that are undertaken by the City and not covered under the New York State Complete Streets Law.” Read more >>

The Common Council of White Plains, New York adopted a Complete Streets resolution on June 3. The resolution directs the City’s Department of Public Works to “consider all modes of travel within its projects” and includes specific exceptions. Read more >>

Mayor Pro Tem Ed Gonzalez on the promise of a "redone" Houston

Ed Gonzalez served as a Houston police officer for over 18 years. On the beat, he developed a keen sense of the connection between an active community and a safe one. Now he’s working to create a Houston where more residents can enjoy tight-knit, walkable neighborhoods.

Ed Gonzalez currently serves both as a City Council member and Mayor Pro Tem of Houston, and is a member of Smart Growth America’s Local Leaders Council Advisory Board. Gonzalez notes that many people may not realize that Houston is the fourth largest and most diverse city in America. Gonzalez’s own District H contains a thriving entertainment district, neighborhoods known for historic architecture and landmarks in Texas’ African American and Latino history.
