Since the early 1990′s, the city of Greer, SC has tripled in population and quadrupled in size. Mayor Rick Danner has been there for much of this change.

“We were growing at such a rapid rate that we were losing our sense of community, that small town feel,” Danner says in an interview with Smart Growth America. “And there was an overwhelming desire to be able to retain this sense of uniqueness that comes with the feel of a small town regardless of what size it is or population that it is. And we knew that the heart of that was going to be the downtown area.”

The 104-mile long Keystone Rail Line that runs from Philadelphia to Harrisburg, PA, has played a significant role in shaping the towns around its 12 stations. Now, new investments in the line are creating opportunities for development along the corridor.

In 2006, the Pennsylvania Department of Transportation (PennDOT) and Amtrak completed a $145.5 million infrastructure improvement program to increase train frequency and service reliability along the Keystone Corridor. These improvements have the potential to attract new development – and new economic growth – to the areas around stations along the rail line.

Smart Growth Stories: Building a solid foundation for the future of Detroit

Detroit is changing. The popular story of the last half-decade has largely revolved around the economic fallout of the troubled automobile industry, interspersed with tales of population drain and abandonment. Based on this narrative, it might be easy to dismiss Detroit, to write the city off as a once-great but now-fallen metropolis of yesterday.

Easy, that is, unless you’ve been following the news. A New York Times article from a year ago picked up on the massive influx of young, educated people even in the face of massive out-migration, while a Forbes article from July of this year highlighted the development in downtown Detroit, largely centered around Woodward Avenue, the spine of the downtown area.

These news stories are beginning to touch upon what people familiar with the new movement in Detroit already know: Detroit is rebuilding. But this time, developers and investors are taking a different tack, focusing on downtown, mixed-use, and transit-oriented development strategies, shifting the city away from the large manufacturing development that has characterized Detroit for so long.

Bedrock Real Estate is at the forefront of this new strategy. “We’re going to continue to fill up Detroit, downtown Detroit. There’s no longer this need for manufacturing plants. You don’t need these big, huge buildings anymore,” says Jim Ketai, Managing Partner of Bedrock and member of the Steering Committee for LOCUS: Responsible Real Estate Developers and Investors. “So we are recreating Detroit. It’ll be a new Detroit, something different than what Detroit once was.”

Mayor Tom Hanel of Billings, Montana, knows this well. As a long-time city employee, Hanel has plenty of experience crunching the numbers behind the scenes. Hanel realized that if Billings was to keep its books in order, the city would needs to make well-planned and well-informed decisions about development.

New report from GAO details bus rapid transit's contributions to local economic development

In a new report released this week, the Government Accountability Office explores bus rapid transit (BRT) as a less costly way for communities to meet their transit needs and spur economic development.

“Bus Rapid Transit Projects Improve Transit Service and Can Contribute to Economic Development” surveyed 20 BRT projects regarding their features, design, performance, ridership, cost, and effect on the community. Faster than regular bus service and cheaper to create than street cars or subways, BRT can improve transportation choices at a relatively low cost.

Helping Byram, NJ turn its Village Center vision into reality

Byram is a bucolic township of 9,000 people located amidst the lakes and hills of northern New Jersey 50 miles from New York City and 25 miles from the Pennsylvania border. Having embraced the land preservation goals of New Jersey Highlands Regional Master Plan, Byram has now set its sites on creating its first-ever Village Center on a 60-acre property – and some adjacent parcels – along New Jersey Highway 206, the town’s “Main Street.”

Byram’s vision for a Village Center has won wide acclaim, including a smart growth award from New Jersey Future, the state’s leading smart growth group and a coalition partner of Smart Growth America. But how to transform a vision into a reality – especially in a down economy and a slow real estate market?

Last week, Smart Growth America led a two-day workshop to help civic and community leaders in Byram grapple with this question. Participants included Mayor James Oscovitch, Town Manager Joseph Sabatini, other members of the Town Council and the Town Planning Board, business owners, property owners, and many interested Byram residents.

Smart Growth Stories: Mayor John Engen on Missoula, Montana's sense of place

Since taking office in 2005 as the 50th Mayor of Missoula, Montana, John Engen has emphasized the importance of economic development, community building and affordable housing. His goal?

“When I’m done, I hope folks will say, ‘We worked to keep Missoula a place,'” Engen says.

For Missoula to achieve economic success and to remain a close-knit community in Montana’s picturesque mountains, Engen believes his administration should do everything it can to ensure the city is appealing to families and investors. That means having a thriving ‘Main Street’ downtown; amenities catering to young professionals and college students; access to transportation and housing options; and protection of natural land assets.

“We don’t have much going for us if we don’t have a decent place to live,” Engen says, noting that over the past several decades, Missoula has been forced to transition from a town with a resource-intensive economy (chiefly timber) to a services economy with ties to recent graduates and more experienced professionals who want to live in a small, rural town but still travel/telecommute to work in larger cities.

As mayor, Engen recognized early on that for this new type of economy to be successful, Missoula would have to seek community feedback about anticipated growth and plan for the future in a more coordinated way. He also understood that economic development is not separate from neighborhood development; investments in how a town looks and in how residents move around and interact with each other are intimately related to a town’s financial wellbeing.

When more people have quality jobs and access to affordable housing, fewer people have to make the kinds of difficult choices – such as a decision between food and shelter – that hold back community growth, Engen says. If the quality of life for most Missoulians increases as a result of efforts to reinvigorate downtown business corridors and to take advantage of the city’s unique assets, more Missoulians will be able to engage in community projects, schools, family programs, and local politics.

A decade ago, many Americans knew Oklahoma City only as the site of one of the worst domestic tragedies in the country’s history. Today, thanks to the policies and initiatives of Mayor Mick Cornett and his administration, Oklahoma City is experiencing unprecedented economic growth – and several smart growth strategies have helped make it happen.

Oklahoma City’s gains in recent years are due in large part to the Cornett administration’s concerted – and politically risky, at times – effort to enhance, understand and plan for growth. To add value to Oklahoma City’s downtown, Cornett and his team are pursuing capital improvement programs, supporting development throughout the region, and leveraging projects to attract new businesses and raise the quality of life for residents. Bucking the trend of do-nothing politics, Cornett is a man of progress, getting things done with support from voters and relying on common sense policy objectives.

Funding Opportunity: Rural Jobs and Innovation Accelerator Challenge

Four federal agencies are offering $15 million in funding to spur economic growth in rural areas. The approximately 20 regions to receive funding will also be eligible for technical assistance resources from an additional nine agencies. From the U.S. Department of Agriculture announcement:

Funds awarded to the winning applicants can be used to support and accelerate a range of projects including improving rural communities’ capacity and ability to undertake projects related to housing, community facilities, or economic and community development along with creation of regional linkages that connect communities with innovation clusters and regional opportunities leading to job creation, expanded markets, and economic growth.

Smart Growth Stories: A Mayor’s Perspective

Cincinnati Mayor Mark Mallory is on a mission to support economic development in his city, and he’s using smart growth and downtown development strategies to accomplish that goal.

“People were slow to embrace some of the changes we were proposing because they didn’t necessarily see how, say, the development of a street car would lead to more jobs,” Mallory says in Smart Growth America’s first “Smart Growth Stories” video interview. “They didn’t necessarily see how investing so much money in downtown allowed for improvements in neighborhoods. So I’ve had to explain to people that downtown is the engine, the economic engine, for everything that happens in our entire region.”
